RESOLUTION NO. 96-85
JEFFERSON COUNTY PAYROLL POLICY
REVISION
A RESOLUTION CHANGING THE COUNTY PAYROLL CUTOFF DATE,
ESTABLISHING A NEW PAY DATE AND INSTITUTING A PAYROLL
DRAW POLICY PURSUANT TO R.C.W. 36.17.040
WHEREAS, R.C.W. 36.17.040 establishes the payroll policy for
all counties; and
WHEREAS, Jefferson County wishes to conform to said statute
by establishing a new pay date and instituting a payroll draw policy;
now, therefore,
BE IT RESOLVED, by the Board of Jefferson County Commissioners
that the following establishes a new County Payroll Policy as provided
by R.C.W. 36.17.040:
SECTION I. PAYROLL CUTOFF AND PAYMENT DATES
A. The payroll cutoff date shall be the last
working day of each month.
B. The permanent monthly payday shall be the
5th day after the end of each month: PROVIDED that if the 5th falls on
a Saturday, Sunday, or legal holiday, payday shall be on the last work-
ing day prior to the 5th day.
SECTION II. PAYROLL DRAW POLICY
A. The County payroll draw day period shall be
from the first day to the fifteenth day of the month, inclusive.
B. Not more than forty percent of the earned
monthly salary of each county officer or permanent employee shall be
paid to him/her on the draw day and the payroll deductions of such
officer or employee shall not be deducted from the salary to be paid on
the draw day.
C. The County payroll draw day shall not be
later than the 20th day of each month: PROVIDED that if the 20th falls
on a Saturday, Sunday, or legal holiday said draw day shall be the last
county working day prior to the 20th day.
D. The permanent sign up period for draw pay
shall be established as each December 15th through December 31st begin-
ing 1985, to allow officers/employees to receive, discontinue, or change
draw pay. '
E. It is understood that employees are actually
drawing against monies due them by the County and that if insufficient
funds are available to them to cover Federal Income Tax W/H, F.I.C.A.
and Retirement, on the following payday, said insufficiency shall be
made up from unused vacation time. In the event the employee does not
earn 50% of his/her wage by the 15th day of the month and does not have
enough vacation time to make up the difference, draw pay shall not exceed
40% of current earnings and unused vacation time.
BE IT FURTHER RESOLVED, that the effective date of this Policy
shall be December 1, 1985, and that the County Auditor shall establish
the procedures for payroll policies as set forth by this Resolution.
