RESOLUTION NO. 48-86
ORDER
BUDGET APPROPRIATION
JEFFERSON COUNTY HEALTH DEPARTMENT
WHEREAS, the Jefferson County Board of Commissioners
signed Resolution No. 22-86, on the 25th day of March, 1986,
declaring an emergency to provide the sum of $62,000.00 for the
Health Pepartment Budget for the purpose of funding the shellfish
protection and baseline study of Hood Canal; and to establish the
position of Director of Nursing within their budget, and set a
hearing on said emergency for the 7th day of April, 1986, at the
hour of 4:00p.m.; and
WHEREAS, it has now been determined that the shellfish
protection and baseline study of Hood Canal should be included in
the Planning Pepartment Budget and that only a portion of the
amount advertised needs to be included in the Health Department
Budget to establish the position of Pirector of Nursing; and
WHEREAS, said hearing now being held and no objection
or objection interposed; now, therefore,
IT IS HEREBY ORDEREP, by the Board of County Commis-
sioners, that the County Auditor is hereby authorized to increase
the Health Department Budget by the sum of $5,874.00, to be appro-
priated from the unencumbered Current Expense Fund balance, Fund
#308, for the purpose of funding a new position within the Health
Department Budget as follows:

Gentlemen:
Please be advised that after a thorough examination of my current budget
it appears that the budgeted amount in BARS Account Number 562.00
of $ 339,495.25 of the Current Expense Fund is, insufficient to pay
necessary expenses of this department for this year. After a careful
examination of the expenditures under this fund in previous years, and a
thorough examination of the present needs of this department under the
current year, I estimate that it will be necessary to have an additional
appropriation in the form of an emergency appropriation in the approxi-
mate amount of $ 41,000.00 for this current year for the following
reasons:
$39,000.00 Quilcene Bay Shellfish Program: to fund the shellfish protection and
baseline study of Hood Canal. The new appropriation is off-set by two grants.
$2,000.00 Administration of Nursing Services: for new position of administrator
of nursing services to be put in addition to existing salary for Public Health
Nurse 1.
Accordingly, I request permission from the Board of County Commissioners
for an emergency appropriation in the sum of $ 62,000.00 for the cur-
rent year.

HEARING NOTICE
PROPOSED BUDGET APPROPRIATION
JEFFERSON COUNTY HEALTH DEPARTMENT
WHEREAS, the Jefferson County Health Department has
insufficient funds in its 1986 Budget of Expenditures to cover addi-
tional expenditures in the amount of $62,000.00 which were not
anticipated at the time of preparing the budget; and
WHEREAS, it appears to the Board of Jefferson County
Commissioners that a need and emergency exists as could not have been
foreseen or contemplated at the time of making said budget for 1986,
and the sum of $62,000.00 is necessary to meet such need and emergency
and is for the best interests of Jefferson County that the appropria-
tion be made;
NOW, THEREFORE, BE IT RESOLVED, that an emergency is hereby
declared and that an appropriation be made for the Jefferson County
Health Department in the amount of $62,000,00 for the purpose of fund-
ing the shellfish protection and baseline study of Hood Canal. which
shall be off-set by a Shellfish Protection Plan Grant and a 205J Grant 1/"-
from the Washington State Department of Ecology, and to establish the
administration of nursing services.
BE IT FURTHER RESOLVED, that a public hearing be held on said
emergency appropriation and that said hearing be held in the County
Commissioners' Chambers, Courthouse, Port Townsend, Washington, on the
7th day of Aµril, 1986, at the hour of 4:00p.m.. and that notice of
said hearing be published in the official newspaper of Jefferson County
and that at said hearing any interested taxpayer may appear and be
heard for or against the appropriation for such alleged emergency.
