RESOLUTION NO.l07-85
ESTABLISHMENT OF
PORT TOWNSEND COMMUNITY CENTER
ADVISORY BOARD
WHEREAS, Jefferson County operates a community center located
in Port Townsend for use by local residents for recreational, educa-
tional and social programs; and
WHEREAS, the Board of County Commissioners has responsibility
for operation and maintenance for the said community center; and
WHEREAS, full utilization and proper maintenance of the
community center can best be accomplished through the active involve-
ment of the local citizens; now, therefore,
BE IT RESOLVED, that a Port Townsend Community Center Advisory Board
be and it is hereby established. The said Board shall be composed of
nine (9) members of the local community to be appointed by the Board
of County Commissioners. The general duties of the Advisory Board
shall be to recommend policy for the operation of the community center
and it's activities. Final responsibility for the community center
policy and management rests with the Board of County Commissioners and
is carried out by the Community Center staff. The Advisory Board
shall be responsible for reviewing the programs and activities of the
Port Townsend Community Center with a view of making best use of
existing facilities and staff to meet the present and future needs of
the population. To recommend, as appropriate, additional programs
and facilities and shall act as advisors to the Board of County
Commissioners on all matters related to this center.
BE IT FURTHER RESOLVED, that the business of the Advisory Board
shall be in accord with the attached Guidelines.
This Resolution repeals and replaces Resolution No. 61-85.

GUIDELINES FOR OPERATION OF THE
PORT TOWNSEND COMMUNITY CENTER ADVISORY BOARD
ARTICLE I. NAME AND OBJECTIVES
1) The name of this organization is the Port Townsend Communtiy
Center Advisory Board.
2) The purpose of the Advisory Board is to promote center activities
for the well being of the community, and to recommend policy
relating to the operation of the community center's programs.
3) In conjunction with its' duties the Advisory Board shall attempt
to develop and promote opportunities for the recreation,
citizenship, education and other social activities for the people
of the community.
ARTICLE II. COMPOSITION OF MEHBERS AND TERH
1) The Advisory Board shall be composed of nine (9) members of the
community appointed by the Jefferson County Board of Commissioners
and shall sit on the Advisory Board at the pleasure of the Board
of County Commissioners.
2) The Advisory Board members will normall remain on the Board for a
two year period. At the end of each two year period the Board
of County Commissioners shall designate a new Advisory Board member.
In order to provide continuity the initial appointment of the
Advisory Board members shall provide for four (4) members to be
appointed for a one year period and five (5) members for a two year
period from the date of the original establishment of the Board.
ARTICLE III. OFFICES AND DUTIES
1) The members of the Advisory Board shall elect a president, vice-
president, secretary and any other officer as deemed appropriate.
If advisable the duties of any two offices, except president and
secretary, may be combined. Elections shall be held annually.
2) President shall preside at all meetings of the Advisory Board.
3) Vi~resident shall sit for the President in his or her absence
and be in charge of publicity.
4) Secretary shall keep a record of the proceedings of all meetings
of the Board: be custodian for all correspondence and records, and
shall write all correspondence and notices of meetings.
ARTICLE IV. MEETINGS
1) Notice of all Advisory Board meetings shall be given one week in
advance. Such notice shall be posted on the bulletin board at
the community center and at other places as would adequately
notify the community of such meeting.
2) All meetings of the Advisory Board shall be open to the public.
3) Meetings shall be held on a regular basis a minimum of six times
a year.

4) A record shall be made of alL Advisory Board meetings and that
record shall be transcribed and submitted to the Jefferson County
Board of Commissioners within one (1) week of the date of the
next meeting.
ARTICLE V. MISCELLANEOUS
1) Roberts Rules of Order shall apply for the conduct of all Advisory
Board meetings.
2) These guidelines may be amended only by resolution of the Jefferson
County Board of Commissioners. Recommendations for changes should
be submitted to the Board where such change would allow the Advisory
Board to more efficiently and effectively perform its' function.
3) Meetings shall be held on a monthly basis at a time and place
convenient to both the Advisory Board and the public.
