RESOLUTION NO. 6~-B6
WHEREAS, the purpose for the existence of government at all levels is
to protect the health, safety and welfare of all the citizens of
this nation, and;
WHEREAS, the purpose of elected officials at all levels of government
is to represent the interests of and provide leadership for its'
citizens, and;
WHEREAS, the Federal Emergency Management Administration (FEMA) has
proposed a nuclear disaster plan that would provide 600 bomb
shelters for local elected officials at a cost of $1.5 billion,
and;
WHEREAS, this same FEMA plan provides no program for protecting the
lives of citizens of this nation and, in fact, intends that
citizens rely on "Self Help" in the case of nuclear disaster, and;
WHEREAS, this FEMA plan is contrary to the concept of government
responsibility for the public health, safety and welfare, and;
WHEREAS, the JEFFERSON COUNTY BOARD OF COMMISSIONERS does not
understand the logic of protecting only government officials
against nuclear disaster while leaving our citizens to their own
designs, because political leadership would not likely be a high
priority among the survivors of a nuclear disaster, therefore,
BE IT RESOLVED that the JEFFERSON COUNTY BOARD OF COMMISSIONERS hereby
goes on record as opposing the FEMA "bomb shelters for elected
officials" plan, and
BE IT FURTHER RESOLVED, that we propose an alternative plan that would
concentrate on the safety of the general public as the highest
priority by seriously working toward nuclear disarmament and
actively pursuing effective methods of protecting the public
against nuclear disaster.

As I am sure you are well aware, the Federal Emergency Management
Agency has announced a tentative program to build 3,400 bunkers so that
we politicians will be able to survive a nuclear attack.
You may think,. as I do, that the proposal is Orwellian. No one in
