This is public testimony regarding the proposed “Greater Jolie Way …” No-Shooting Area (NSA).
Below is an image from the petition under consideration in which I’ve outlined in red a number of parcels that should be included in the proposed NSA.
The image below that image is from the county’s parcel maps, showing the parcel numbers.
Before you adopt the proposed NSA, I recommend that you ask Sheriff Nole how JCSO will be able to enforce the prohibition on shooting in such an oddly-shaped area.
Note that two parcels (001071035, 001071036) that are in the proposed NSA have Hastings Ave. addresses.
There a five adjacent / abutting parcels (001071006, 001072008, 001072010, 001072013, 001072017) that have Hastings Ave. addresses but are not within the boundary of the proposed NSA.
The proposed boundary, excluding those 5 parcels, is illogical; why should some, but not all, adjacent Hastings Ave. addresses be included?
If the NSA is adopted as proposed, its odd shape will make enforcement of the NSA nearly impossible.
The petition states:
But as proposed, none of the addresses along Hastings Ave. where people might park are actually within the NSA.
Before the ordinance is approved, the boundary of the proposed NSA should be changed to include all of five of the parcels that I have listed and which are currently excluded from the
proposed NSA.
If you choose to not change the proposed boundary as I am recommending, I believe it will be impossible to post signage along Hastings Avenue sufficient to provide legal notice of the
NSA.
