102-86
A RESOLUTION AUTHORIZING THE TREASURER OF JEFFERSON
COUNTY TO INVEST MONIES IN THE LOCAL GOVERNMENT
INVESTMENT POOL OF THE STATE TREASURER
WHEREAS, pursuant to Chapter 294, Laws of 1986, a local
Government Investment Pool in the State Treasury was created for
the deposit of money of a political subdivision for the purposes
of investment by the State Treasurer; and
WHEREAS, the Board of County Commissioners of Jefferson
County, based upon the advice of the County Treasurer does hereby
find that the deposit and withdrawal of money in the Local Govern-
ment Investment Pool în accordance with the provisions of this
chapter for the purposes of investment as stated therein are in
the best interests of the County; and

WHEREAS, the State Treasurer's Office has made assurances
to Jefferson County in response to correspondence from the Prosecu~-
ing Attorney relative to the investigation of depositories of such
funds; and
WHEREAS, the Board of County Commissioners is authorized
and empowered to enter into this agreement:
NOW, THEREFORE, IT IS RESOLVED AND ORDERED, that the Board
of Commissioners of Jefferson County, based upon the advice of the
County Treasurer, does hereby authorize the deposit and withdrawal
of Jefferson County monies in the Local Government Investment Pool
in the State Treasury in accordance with this chapter for the purpose
of investment as stated herein.
BE IT FURTHER RESOLVED, that pursuant to the attached form
the following Jefferson County officers shall be authorized to order
the deposit or withdrawal of monies in the Local Government Investment
Pool.

Dear Mr. Raymond:
This letter is in response to your inquiry regarding the Local Government
Investment Pool.
Security for the Pool will
be made and the manner
purchase.
be provided by the type of investments that will
in which those investments are handled after
Pool investments are restricted to U. S. Government and Federal Agency
securities, and bankers acceptances as well as repurchase agreements
utilizing these securities. All securities transactions are handled through
a third party custodial bank (Chase Manhattan Bank) acting as agent on
behalf of the State Treasurer. All security transactions are done on a
delivery versus payment basis through this custodial bank. Thus, when a
purchase is made no money is released until bonds are delivered to the
Pool's account at the custodial bank. In the case of a sale, bonds are
retained in the custody of the Pool's safekeeping bank until money is
delivered to the Pool's account by the purchaser.
The State Treasurer's Office will make periodic visits to the custodial
bank to insure that the Pool's assets are being properly protected.
In conclusion, it is evident by the nature of the securities that will be
purchased and the custodial arrangements for those securities that the
Pool's assets will never be at risk.

I have reviewed your booklet issued relative to the above-
noted subject, and have discussed the same with the County
Treasurer and County Co~~issioners.
