Regular Meeting — July 11, 2022, 9:00 a.m.
Jefferson County Courthouse —Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Virtual)
CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and
Commissioner Greg Brotherton participated in the meeting remotely. Chair Eisenhour called the
meeting to order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding Jefferson County timber harvests.
• Comment regarding the Jefferson County Humane Society.
• Comment regarding Consent Agenda Item No. 8 re: Parks and Recreation Advisory Board
(PRAB) Bylaws update, and Public Comment Periods for Jefferson County Boards and
Committees.
• Comment requesting to see how many people present during the Zoom meeting.
• Comment regarding military training in State Parks.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
Commissioner Brotherton noted that the PRAB Bylaws error can be considered scrivener in nature and
corrected by staff.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda with the scrivener correction (to Consent
Agenda Item No. 8 re: Parks and Recreation Advisory Board Bylaws). Commissioner Brotherton
seconded the motion which carried by a unanimous vote.

2. HEARING NOTICE re: Conservation Futures Applications for 2022; Hearing scheduled for
Monday, August 1, 2022 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County
Courthouse, 1820 Jefferson Street, Port Townsend, WA (VIRTUAL)
3. HEARING NOTICE re: To Amend Conservation Futures Resolution No. 51-21 for the Hannan
Farm Project and Resolution No. 53-21 for the Big Quilcene-Moon Valley Project; Hearing
scheduled for Monday, August 1, 2022 at 10:45 a.m. in the Commissioners' Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA. (VIRTUAL)
4. AGREEMENT No. E22-303 re: SESO COUNTY E911 Jefferson County FY23 Equipment; In
the Amount of$119,807: JeffCOM 911; Washington State Military Department and State 911

5. AGREEMENT No. E23-016 re: SESO COUNTY E911 Program for Expenses necessary to
Answer 911 Calls Originating in Jefferson County; In the Amount of$288,706; JeffCOM 911;
Washington State Military Department and State 911
6. AGREEMENT re: To Offer BECCA Services (ARY, CHINS & Truancy); In the Amount of
$23,471; Jefferson County Juvenile Services; Administrative Office of the Courts (AOC)
7. AGREEMENT,Amendment No. 1 re: Deferred Compensation Plan Omission; Increase in
County Contribution Match by $20 per Employee for a Total of$180 more a Month, $2,160
Annually; Jefferson County Human Resources; Teamsters Local No. 589
8. APPROVAL re: Jefferson County Parks and Recreation Advisory Board (JCPRAB) By-Laws
Update; Jefferson County Public Works
9. MINUTES re: Regular Meeting of July 5, 2022
10. Payment of Jefferson County Payroll Warrants Dated July 5, 2022 Totaling $1,104, 859.49
and A/P Warrants Done by Payroll Dated July 5, 2022 Totaling $530,419.28 and Dated July 5,
2022 Totaling $398,010.23 (Records of all claims submitted for payment along with A/P Warrants approved
by the Payroll Services Manager are retained in the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and miscellaneous topics.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report. Dr. Berry discussed the need for individuals to donate blood and
provided dates of upcoming blood drive events.
The meeting was recessed at 10:22 a.m. and reconvened at 10:31 a.m. with all three
Commissioners present.
UPDATE re: Washington State Department of Natural Resources (DNR) 1st
Quarter County Income Report: DNR Regional Land Manager Mona Griswold and State Lands
Assistant Drew Rosanbalm were present for the update. Assistant Rosanbalm provided the information
on the first quarter County Income Report. DNR staff answered questions posed by the Board.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and
County Administrator continued discussing recent meetings they attended, miscellaneous topics and
reviewed upcoming meetings.
The meeting was recessed at 11:15 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
WORKSHOP re: Department of Community Development (DCD): Longe-Range
Planning Projects: DCD Director Brent Butler and staff gave a presentation on their Long-Range
Workplan goals which included the following:
• Update on the Long-Range Workplan
• Summary of permit activity
• Summary of housing programs
• Projects and Plans
• Alternative options to implement workplan

Director Butler stated that currently, permits take an average of 8-10 weeks. Chair Eisenhour opened the
floor to allow for public comments. No comments received.
WORKSHOP re: Department of Community Development(DCD) Schedule and
Process for Establishing Legal Lot of Record Policy for Pre-1971 Plats Affects by Development
Moratorium: DCD Director Brent Butler, Planning Manager Josh Peters and Assistant Planner Bryan
Benjamin were present for discussion. DCD staff reviewed the following options on moving forward:
• OPTION 1: Not extending the moratorium
o PROS: Project completed according to schedule, allows DCD to allocate resources to
other projects
o CONS: May limit public participation opportunities. Requires staff to complete a robust
outreach effort in a short time frame
• OPTION 2: Extend the moratorium to provide a more robust communication schedule
o PROS: Provides more time for a community-guided outreach process, provides staff
more time to develop regulations
o CONS: Moratorium is extended beyond the original schedule, limit staff resources from
focusing on other planning projects
Chair Eisenhour opened the floor to allow for public comments. One comment was received. The
Commissioners and DCD staff discussed the communication plan moving forward with a goal to have
all tasks completed in July, 2022.
WORKSHOP re: Department of Community Development (DCD): Proposal to
Identify, Prioritize and Rank DCD Projects, Plans and Programs: DCD Director Brent Butler and
Planning Manager Josh Peters were present for discussion. After staff presentation, Chair Eisenhour
opened the floor to allow for public comments. No comments were received. Discussion continued.
DCD is working on retention and succession planning for their staff members.
WORKSHOP re: EnerGov: To Increase Department Productivity and
Collaboration with Enterprise Permitting and Licensing: Public Health Environmental Health
Specialist Linda Atkins has been working on an EnerGov implementation and provided information to
the Board on the program. After discussion, Chair Eisenhour opened the floor to allow for public
comments. One individual provided a comment.
ADDITIONAL DISCUSSION ITEMS: Not discussed
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 4:52 p.m.
until the next regular meeting or special meeting as properly noticed.
