MINUTES
Regular Meeting of the Intergovernmental Collaborative Group (ICG)
Thursday, November 18, 2021 at 5:00 p.m.
Commissioners’ Chambers - 1820 Jefferson Street, Port Townsend. Virtual Meeting
CALL TO ORDER: Intergovernmental Collaborative Group (ICG) Rotating
Chair/Jefferson PUD No. 1 President Dan Toepper called the ICG Joint Special Meeting to order at the
appointed time. The Port of Port Townsend and PUD No. 1 noticed Special Meetings of their
jurisdictions and called their respective bodies to order. The following members and staff participated
remotely:
Jefferson County Board of Commissioners and staff: Chair Kate Dean, Commissioner Greg
Brotherton and Commissioner Heidi Eisenhour. Staff present: Interim County Administrator Mark
McCauley
Port Townsend City Council and staff: Mayor/Councilmember Michelle Sandoval, Councilmember
Amy Howard, Councilmember Pam Adams, Councilmember Ariel Speser, Councilmember Owen
Rowe, Councilmember Monica Mick-Hager, Councilmember David Faber. Staff present: City Manager
John Mauro
Jefferson County Public Utility District (PUD) No. 1 Board of Commissioners and staff:
Commissioner/President Dan Toepper, Commissioner Kenneth Collins and Commissioner Jeff Randall.
Staff present: PUD General Manager Kevin Streett
Port of Port Townsend Board of Commissioners and staff: Commissioner/President Pete Hanke,
Commissioner Bill Putney and Commissioner Pam Petranek. Staff present: Executive Director Eron
Berg
ACKNOWLEDGMENT OF PUBLIC COMMENTS: The comments received were in
regards to the proposed Joint ICG resolution. The members decided to address those comments during
discussion of that agenda item.
APPROVAL OF MEETING MINUTES: Member Hanke moved to approve the
Regular Meeting Minutes of May 20, 2021 as presented. Member Randall seconded the motion. The
motion carried.
REVIEW DRAFT ECONOMIC DEVELOPMENT FRAMEWORK: A work group
that consisted of one elected official from each jurisdiction and their respective manager/administrator
worked together on a draft Economic Development Framework for the ICG members to review. Port of
Port Townsend Executive Director Eron Berg incorporated all edits approved during the meeting. The
document will be further reviewed and potentially modified by the work group.
DISCUSSION re: RESOLUTION TO CONTINUE THE ICG INTO 2022: The ICG
members discussed edits to the proposed Joint Resolution. Port of Port Townsend Executive Director
Eron Berg incorporated edits into the draft resolution. After general consensus by the ICG members, the
Port of Port Townsend and PUD No. 1 took action to approve the resolution. The Board of County
Commissioners and the City of Port Townsend will be approving the Joint Resolution during their next
scheduled meeting.

JURISDICTION REPORTS: Not discussed.
NEXT STEPS AND FUTURE AGENDA ITEMS: Upcoming Agenda items to include:
Convening a Special Meeting of the ICG to discuss federal funding, Economic Development Council
(EDC) Team Jefferson report, adding a public comment period to future ICG meetings, and
jurisdictional reports.
NOTICE OF ADJOURNMENT: Rotating Chair Toepper thanked everyone for
participating and adjourned the meeting at 7:01 p.m. until the next regular meeting or special meeting as
properly noticed.
