To the members of the Intergovernmental Collaborative Group (ICG): In the “final” draft COVID-19 Recovery & Resiliency Plan posted on the county’s meeting page, the Plan states on Page 6, as one of the five “Shared Values”, 4. Honesty We share a pledge toward honesty in our communications and actions with each other and with the wider community. We believe in respectfully acting and speaking truth in the face of challenge no matter what the difficulty. If you search the Plan document for “Worden”, you’ll find numerous references to the Fort Worden PDA. The PDA board and management cannot possibly be considered to have been “honest” or “truthful”. As far as I can tell, they have swindled the public. The difficulties they may have encountered due to COVID-19 are no excuse for their violations of the public trust. The recent public reporting about the PDA shows that there has been gross mismanagement, misconduct, misfeasance and malfeasance, all leading to serious financial irregularities. At this point, the PDA should be considered PNG (persona non grata). Until a forensic audit of the PDA’s finances is performed and is found to be completely “clean” by the State Auditor, I believe that NO additional public money be expended on, or granted to, the PDA for any reason. You might elect to place any funds in escrow, to be released after a clean audit, but not until then. Please consider this as you debate adoption of the Plan at the December 16 meeting.
