Special Meeting
Intergovernmental Coordinating Committee (ICC)
Thursday, June 25, 2020 at 12:00 p.m.
Commissioners’ Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER and INTRODUCTIONS: Rotating Chair Commissioner Kate Dean called the meeting to order at the appointed time. The following members and staff participated remotely:
Jefferson County: Commissioner Kate Dean and County Administrator Philip Morley
City of Port Townsend: Councilmember Ariel Speser (Appointed by Mayor Sandoval post ICC Creation), Councilmember David Faber (Speser’s alternate), and City Manager John Mauro.
Jefferson County Public Utility District (PUD) No. 1: Commissioner Jeff Randall and PUD General Manager Kevin Streett.
Port of Port Townsend: Commissioner/President Pete Hanke, and Executive Director Eron Berg.
PURPOSE OF MEETING: Commissioner Dean stated the purpose of the meeting is to continue the good work staff has done and to build upon that framework, by facilitating in the creation
of the task forces and work effectively with them. The task forces created by the Intergovernmental Coordinating Committee (ICC) will be more of a community-led effort with the strength
of the government to assist in those efforts.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: No comments were received.
COMMITTEE DISCUSSIONS: The Intergovernmental Coordinating Committee (ICC) discussed the following topics:
Role of the ICC
Working with Community Groups
Orientation of community-based groups, sector issues, potential scope, timeframe for recommendations. Group liaisons were chosen as follows:
Culture & Events: Kate Dean
Economy & Jobs: Jeff Randall
Children & Families: Kate Dean
Human Services: Ariel Speser
Food System Resiliency: John Mauro
Broadband: Kevin Streett
Possible organization of recommendations by groups
How will we connect with groups or key individuals? Outreach assignments
How will we communicate and work with groups over the coming months?
Role of ICC in reviewing and potentially incorporating recommendations for each sector
ICC Logistics
Draft future meeting schedule for review and adoption. MOTION: Member Randall moved to approve the schedule with a 5:00 p.m. start time. Member Faber seconded the motion. The motion
carried.
Reminder to prevent accidental quorums
ICC meeting staff/materials/notice
How does ICC want to handle public comments at future meetings? The members agreed they would like comments/content to be posted on the Jefferson County website.
Next Steps, Agenda Items for the next meeting: Future Agenda Items to be discussed: Reports
from all group liaisons and status reports, communication and outreach to the broader
community, and setting goal/project completion dates.
