MINUTES
Regular Meeting
Intergovernmental Coordinating Committee (ICC)
Thursday, August 27, 2020 at 5:00 p.m.
Commissioners’ Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER and INTRODUCTIONS: Rotating Chair PUD Commissioner Jeff Randall called the meeting to order at the appointed time. The following members and staff participated remotely:
Jefferson County: Commissioner Kate Dean and County Administrator Philip Morley
City of Port Townsend: Councilmember Ariel Speser and City Manager John Mauro
Jefferson County Public Utility District (PUD) No. 1: Commissioner Jeff Randall and PUD General Manager Kevin Streett
Port of Port Townsend: Commissioner/President Pete Hanke (Commissioner Bill Putney was present until the arrival of Commissioner Hanke, and Executive Director Eron Berg
AMENDMENT to the AGENDA: County Administrator Philip Morley made a motion to move the CARES funding disbursement discussion after Agenda Item No. 4. Port Commissioner Putney seconded
the motion which carried by a unanimous vote.
APPROVAL of MINUTES: Commissioner Dean moved to approve the Regular Meeting Minutes of July 23, 2020 as presented. Councilmember Speser seconded the motion which carried by a unanimous
vote.
REVIEW of WEBSITE: PUD Communications Director Will O’Donnell reviewed the new website JeffCo Together. The ICC members thanked the PUD and Mr. O’Donnell for initiative on building the
site and gave their approval to make the website live. The site will go live on August 28, 2020.
COMMUNITY GROUPS REPORT ON PROGRESS TO THE ICC: The committee discussed milestones and timeline for the six community groups, as well as the scope and approach of the CARES Funding disbursement
from Jefferson County. Representatives from the following groups provided updates:
Broadband
Human Services
Food Systems Resiliency
Children and Families
Culture and Events
Jobs and Economy
PROPOSAL FOR INVIGORATING THE INTERGOVERNMENTAL COMMITTEE’S PLANNING EFFORT: Commissioner Dean and Councilmember Speser discussed a proposal that would invigorate the ICC meetings. The
two members worked in collaboration with City of Port Townsend Mayor Michelle Sandoval and Port Commissioner Pam Petranek on creating the proposal.
NEXT STEPS: The Committee discussed items to be added to the next meeting’s agenda which included a discussion on intersections, overlaps and sharing reports with other Community Groups.
After discussion, Councilmember Speser moved to invite Michael Shuman to give a presentation at a Special Meeting of the Intergovernmental Collaborative Group (ICG), date to be determined
upon his availability. Port Commissioner Hanke seconded the motion. After a brief discussion, Rotating Chair Randall called for a vote on the motion. The motion carried by a unanimous
vote. There is no cost for the speaker and Jefferson County, the City of Port Townsend, PUD and Port Administrators will work on the logistics of the Special Meeting.
NOTICE OF ADJOURNMENT: County Commissioner Dean moved to adjourn the meeting at 7:08 p.m. until the next regular meeting or special meeting as properly noticed. Rotating Chair Randall
announced the meeting was adjourned.
