Special Meeting
Intergovernmental Coordinating Committee (ICC)
Thursday, November 5, 2020 at 5:00 p.m.
Commissioners’ Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER AND INTRODUCTIONS: Rotating Chair City of Port Townsend Councilmember Ariel Speser called the meeting to order at the appointed time. The following members participated
remotely:
Jefferson County: Commissioner Kate Dean and County Administrator Philip Morley
City of Port Townsend: Councilmember Ariel Speser and City Manager John Mauro
Jefferson County Public Utility District (PUD) No. 1: Commissioner Jeff Randall and PUD General Manager Kevin Streett
Port of Port Townsend: Executive Director Eron Berg. Commissioner/President Pete Hanke was absent.
ACKNOWLEDGMENT OF WRITTEN COMMENTS: Rotating Chair Speser stated that no new comments have been received.
APPROVAL OF MINUTES: Commissioner Dean moved to approve the Regular Meeting Minutes of October 22, 2020 as presented. PUD Commissioner Randall seconded the motion. The motion carried.
DISCUSSION re: Plan Overview; Review and Feedback on Recommendations: The committee discussed the Action Plan which incorporated reports from the original six community groups (Broadband,
Economy and Jobs, Culture and Events, Children and Families, Human Services, Food System and Resiliency), and Housing.
The group discussed the format of the Action Plan and the desire to seek community input by posting the draft plan on social media. A subcommittee to review the final plan was created
which consists of Commissioner Kate Dean, Port Townsend City Manager John Mauro and possibly Economic Development Council Executive Director Brian Kuh.
County Administrator Morley suggested adding a Chapter to the Action Plan outlining how Coronavirus Relief Funds are used to support urgent issues, as outlined in the community group
reports. The group noted they would like to strive to acknowledge the work and accomplishments of volunteers as they occur.
The group members discussed their desire for a more permanent meeting structure of the four government entities. They noted the importance of having the four administrators of each entity
working together and meeting frequently.
NEXT STEPS and PREPARATION for the NOVEMBER 18, 2020 INTERGOVERNMENTAL COLLABORATIVE GROUP (ICG) MEETING: The draft Action Plan will be reviewed by the ICG during their next meeting.
A communication plan to notify the community post-adoption will be prepared.
