Members Present: Chair Greg Brotherton, Members Kate Dean, Heidi Eisenhour, Kees Kolff, Denis Stearns, Libby Wennstrom and Sheila Westerman. Staff Present: Staff Members Denise Banker, Dr. Allison Berry, Michael Dawson, Lori Fleming,Alisa Hasbrouck, Apple Martine, Pinky Mingo and Veronica Shaw. APPROVAL OF AGENDA Chair Brotherton requested a motion to approve the agenda for June 16,2022. MOTION: Member Eisenhour moved to approve the agenda.Member Kolff seconded the motion which carried by a unanimous vote. APPROVAL OF MINUTES Chair Brotherton requested approval of the minutes for the May 19, 2022 Regular Meeting. MOTION: Member Kolff moved to approve the minutes.Member Eisenhour seconded the motion which carried by a unanimous vote. PUBLIC COMMENT Chair Brotherton called for public comment. The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: Respectfully submitted Page 1 of 3 G.Gilbert • One commenter appreciated Jefferson County's and Dr.Berry's leadership in response to COVID,where other counties have chosen not to address the pandemic. • Another commenter implied that Jefferson County has employed totalitarian-like tactics in its response to the pandemic. Board members and staff addressed comments and concerns raised during the Public Comment Period. OLD BUSINESS AND INFORMATIONAL ITEMS 1. Jefferson Healthcare Update Board Member Kolff addressed issues currently impacting the hospital:the stress that COVID continues to put on the healthcare system,the very large number of open employment positions available,and mentioned the immensity of the project involved in improving the hospital/clinic campus. 2. Jefferson County Public Health Program Reports Staff member Martine discussed staffing at Public Health,and attempts to improve inclusiveness in regard to the LGBTQIA+community. Concerning COVID,home tests are easily available at Public Health and other locations; Moderna vaccine will soon be available for children 6 months through 5 years;and Public Health is moving from "emergency response"to"maintenance mode." The WIC Fanners Market is open for the summer. Discussion ensued. 3. COVID Pandemic Update Public Health Officer Dr.Allison Berry provided an update on the COVID-19 virus, including the high rate of transmission without a surge in hospitalizations, indicating success in mitigation. Current recommended mitigation measures,and risks of reinfection,discussed. NEW BUSINESS 1. Olympic Region Clean Air Agency(ORCAA)Update Presentation by Jeff Johnston,Ph.D.,Lauren Whybrew,Mike Shults,Odelle Hadley,Ph.D., and Dan Nelson: ORCAA,with a jurisdiction of six counties,one of seven clean air agencies in Washington; inspects,monitors and permits projects that burn,demolish and remodel,and premises that store liquids(sources of possible air pollution). 2. Gun violence and evidence-based public health strategies to stem the tide Dr. Berry provided a presentation,"Gun Violence Prevention: A Public Health Approach,"a statistical examination of the dangers of firearms and the comparative effectiveness of different approaches to gun safety policy. 3. Reorganization of the Board of Health: recruitment discussion Staff member Martine,requesting that this agenda item be tabled,did advise that the reorganization subcommittee is actively seeking applicants for the Board of Health non-elected member positions. 4. National Public Health Week: Awarding of Public Health Heroes Staff member Martine announced Public Health's 2022 class of awardees, many of whom were in attendance virtually: Christie Boyd David Codier RN The Paramedics and EMTs of Jefferson County(accepted by Chief Tim Manly) Food Bank Farm and Gardens aka FoodBank Growers Sarah Grossman Respectfully submitted Page 2 of 3 G.Gilbert II KPTZ(represented byChristopher Bricker) p p Grace Love Lisa McKenzie,RN Jim Moffitt and the Port Ludlow Village Council(represented by Mike Towner) Logan Stegner ACTIVITY UPDATE /// AGENDA PLANNING CALENDAR The Agenda Planning Meeting for the July Board meeting will be held on July 13,2022 at 1:00 p.m. The next Board of Health meeting will be held online as a virtual meeting on Thursday,July 21,2022 from 2:30 p.m. —4:30 p.m. ADJOURNMENT Chair Brotherton adjourned the June 16,2022 Jefferson County Board of Health meeting at 4:38 p.m.until the next Regular Meeting or Special Meeting as properly noticed.
