VOL PAGE 9 9 9 9 9 13 rAL~ rtf~544 SECTION :L RECITALS 1.10 PURPOSE The purpose of this ordinance is to establish a 'W'lifonn system for naming roads and numbering properties and structures as a component of the 911 emergency response system. 1.20 SCOPE This ordinance affects the lIDincorporated area of East Jefferson ColIDty. The 'W'lifonn road and numbering system shall apply to all private and county constructed roads and all properties and structures requiring identification for emergency service. This system may also be used for postal service addressing. 1.30 TITLE This ordinance shall be entitled, "Jefferson County 911 Emergency Locator System Ordinance." SECTION 2 INTERPRETATION AND DEFINITIONS When used in this ordinance, certain words are interpreted as follows: word's in the present tense include the future tense; words in the singular number include the plural number; the word "shall" is marrlatory; the word "should" is recormnended but not required; and the word "may" is pennissive. All words used in this ordinance shall be defined the same as that found in the New College Edition, American Heritage Dictionary of the English Language, lIDless otherwise defined below: 1. County: Jefferson County, Washington. 2. County Read Log: A list of all public road names officially adopted by the county entitled the "Official Jefferson County Road Log." 3 . Emergency Locator Numbers List: A list of all emergency locator mnnbers issued by the county. 4. Private Read Name Log: A list of all private road names officially adopted by the county. 1 ,VOL 13 rALE ð" 4.545 5. Road: See SUbsection 3.101, "Classifications." 6. Road Identification Maps: A set of maps illustrating all roads identified in the private and county road name logs. 7 . 911 : The standardized telephone number utilized for emergency services. SECTION :3 SYSTJ:!2IIf FEATURES The 911 emergency locator system uses two basic features: identification numbers and road names. The number indicates how' far down a road a property or structure's access is from the road's origin, and on what side of the road the access is located. 3.10 ROADS The uniform locator system incorporates both county and private roads. The following criteria shall be applied to roads in the implementation and maintenance of the system. 3,110 CLASSIFICATIONS 1. A straight or irregular cormecting roadway that does not dead-end, or a dead-ended road that is likely to be extended to another road in the future, shall be classified a road, drive, street, avenue, boulevard, or highway, whenever possible. 2. A road that dead-ends and is not likely to be extended shall be classified a court, place, way, or lane, whenever possible. 3. A road that connects back to itself or a cammon point shall be classified a loop or circle, whenever possible. 4. An access road with two to four assigned emergency locator numbers shall be considered a common driveway or access, unless potential new construction or developnent is iJTmediately foreseen, then it may be considered a road. 5. A privately-owned driveway or conunon access with five or more assigned emergency locator numbers shall be considered a private road for the purpose of this ordinance. 6. A road and its length as listed in the county road log, and only those roads so listed, are considered county roads. 3.120 ORIGINS 1 . The origin of a road is that point where the roadway intersects with or accesses from another road. 2 . VOL 13 rAGE o . 4546 2. When a road extends beyond the boundaries of Port TCMnSend, the origin of the road shall be established at the city limits whenever p::ISSible. 3.130 NAMES 1. All private and county roads shall be provided with names and identified in the officially adopted county or private road log. 2. No road names shall be duplicated. Efforts shall be made to avoid the adoption of similar road names. (See SUbsection 4.30.) 3. A county or private road name may be changed when petitioned by a minimwn of fifty IJercent of the residents along the road proposed to be renamed and approved by the board of county camnissioners. (See SUbsection 4.30.) 3.140 SIGNS 1. All county roads shall be signed in accordance with the standards of the public works department. 2. All private roads shall be signed to maintain consistency between county and private road name signs. Private roads shall be signed in the following marmer: a. The sign shall measure six inches by twenty-four, thirty, or thirty- -six inches, b. The name of the road shall be written on the sign in four inch high, whi te letters on a brown backgrourñ. c. The sign shall be placed on a pole measuring eight to ten feet above the roadway. d. The sign shall be located in accordance with the directions of the public works department. 3. Private road signs shall be provided by the comoon property owners of the road. The public works department may produce the sign upon the request and at the cost of property owners. 3.20 NtMmRS The following criteria shall be employed in the assignment of emergency identification numbers for the locator system. 3.210 DESIGN 1 . All digits except the last digit of an emergency number indicates in hundredths the miles a property or structure I s point of access is from the origin of the road. 3 lVOL 13 rAG~ o 4.547 2 . The last digit of an emergency ntunber indicates which side of the road a property or structure's access is located. Fran the origin of the road, an even number indicates the access is on the right side and an odd number indicates the access is on the left side of the road. 3. The last digit of an emergency number on a single-use driveway shall be either "0" or "1." The last digit of a camnonly shared driveway shall be no greater than "9." No number greater than nine may be assigned to a cœunonly shared driveway as the driveway would then becane a private road. (See SUbsection 3.220.5.) 4. A unit number may be added to a number for multi -used structures or areas, such as duplexes, malls, condominiums, apartments, and mobile home or travel trailer parks. The unit number shall follow the locator number with a dash, then a digit and/or letter. 3.220 DETERMINATIONS 1 . An emergency number shall be determined by measuring to the nearest one hundredth of a mile from the origin of the road to the property or structure's access point, whenever possible. 2. A primary point of access shall be established for measurement of an emergency number when a property or structure has multiple access points. 3.230 ASSI<a£NTS 1 . one emergency number shall be assigned to every residence, business, industry, institutional building, general assembly building, or utility si te. Application shall be required with application for a building permi t when no other number has been assigned at the site of the proposed structure. (See SUbsection 4.20,) 2. An emergency number may be reassigned when a road name is changed, new roads are created, or existing roads are vacated. (See SUbsection 4.20.) 3. An emergency number may be reassigned when the county deems the measurement or sequence of the number along the road is inaccurate enough to jeopardize an emergency response. (See SUbsection 4.20.) 4. When a single-use driveway becomes a multi-use driveway with the assignment of a second number, the first assigned number shall not be changed . 5. When a comnon-use driveway becomes a private road. with the assignment of a fifth emergency number, the existing four numbers shall be re-assigned and the road named. (See SUbsection 4.310.) 3.240 SIGNS 1. All emergency numbers shall be identified by a sign. 2. All emergency identification signs shall be uniform; red with white reflective digits and/or letters. The signs shall be double-faced, showing the number on bK> sides. The signs shall be issued by the public works department. 4 ,VOL 13 rAŒ Ð,'; - 4548 3. An identification sign shall be displayed where the property or structure I s access intersects with the road assigned. TIle sign shall be posted three feet aOOve the roadway and positioned so the numbers can be seen fran both directions. SECTION 4. ADI.'IU: NI STRATI ON 4.10 AUTHORITY AND RESPONSIBILITY TIle successful effectiveness of the 911 emergency locator system requires the coordination and assistance of several public agencies. These agencies and their administrative duties are outlined below. 4,110 BOARD OF <XHÐ:SSIONBRS TIle Jefferson County Board of Comnissioners are the supervisors of the 911 emergency locator systems. By this ordinance, the board shall establish rules and procedures for the implementation and maintenance of this system. TIle board shall make final determinations of any disputes and grievances related to this system. 4.120 PUBLIC N:>RKS DEPAR'lMBNT TIle Jefferson County Public W:>rks Department shall coordinate the locator system. They shall accept all applications for the assignment of locator numbers, except those accompanied with a construction permit application. They shall process applications for and determine emergency numbers, and administer road naming procedures. They shall be responsible for maintaining the county and private road name logs, road identification maps, emergency numbers list, and road name signs. They are also responsible for notifying affected agencies of any changes or additions to the system. 4.130 PLANNn«; AND BUIIDIl«; DBPAR'lMBNT TIle Jefferson County Plarming and Building Department shall accept all applications for assignment of locator numbers when accompanied with a construction permit application. TIle applications shall be forwarded to the public works department for processing. They shall be responsible for up:iating their road identification maps and emergency numbers list. 5 , VOL 13 rAGE ò' 4549 4.140 ~ SERVICES The Jefferson County Sheriff's Office is responsible for coordination of emergency services. They shall ensure that all emergency services personnel are educated and informed of the 911 emergency locator system and have all updates to their road identification maps and emergency numbers list. 4.150 FIRE DISTRICTS Each fire district of East Jefferson County shall ensure that all their personnel are educated and informed of the 911 emergency locator system and have all updates to their road identification maps and emergency numbers list, The fire districts shall assist the public works department and/or property owners in the update and maintenance of emergency identification signs. 4.20 NtMmRn«; PROCBOORES The timely and efficient assignment of new emergency numbers is imperative to the success of the 911 emergency system. Procedures for the assigrnnent of new numbers are described in Section 4.210. It is also imperative to the success of the 911 emergency system that numbers be correct. As measurements are taken for the assignment of new numbers, it may be found that existing numbers are incorrect. Also, numbers may be affected by road name changes and road. creations or vacations. Procedures for the correction or reassignment of numbers is described in Section 4.220. 4.210 APPLICATIONS 1 . Wi thin one working day from the date of acceptance by the planning and building department, a locator number application shall be forwarded to the public works department. 2. Within five working days from receipt of an application, the locator number shall be determined and issued. A locator number sign with posting instructions shall be sent to the applicant. 3. Wi thin ten days from receipt of the application, affected agencies shall be notified of the newly assigned number to be added to their emergency numbers list. 4,220 CORRECTIONS 1. Upon the finding that a number needs to be reassigned, an accurate number shall be determined and issued. The affected property owner and/or resident shall be sent a new locator number plate with posting instructions and an explanation of why the number needs to be changed. 6 , VO'_ 13 fALE o ~~'''550 2. Wi thin five working days fran determining the accurate number, affected agencies shall be notified of the reassigned number to be added to their anergency numbers list. 3. In the event an identifier number correction initiated by the county resul ts in a cost to the property owner (such as to replace letterhead or a date stamp), this cost will be reimbursable by the county. Reimbursement shall be verified by receipts, invoices, etcetera and shall only be for the direct replacement of affected items. 4.30 ROAD NAMING PRDCBOORBS The board of county camnissioners shall review all new road names to ensure that the new names are not duplicative or too similar with existing names. The county camnissioners shall also ensure that all affected property owners have the opportunity to participate in the choosing of a road's name. Names for roads are chosen as they are established. Both county arrl private roads may be established with the filing arrl approval of a plat (RCW 58. 17) . Otherwise, county roads are established by petition of property owners and official action of the board of county comnissioners. Other than the filing of a plat, a private road is established when five or more locator numbers are required along a conunon-use driveway. Procedures for the review of naming a private road when it is established are outlined below in SUtsection 4.310. Occasionally it may be desirable to change a road's name. Procedures for county and private road names changes are described in SUtsection 4.320 below. 4.310 PRIVATE ROADS, NAME R:MINATIONS 1. As soon as a fifth emergency number is issued along a driveway, the owners of the real property adjacent to the driveway, as shown by the county assessor's records, shall be determined. 2. After the date the fifth emergency number is requested, the real property owners shall be notified of the intent to designate the driveway as a private road. The property owners shall be requested to naninate a name for the road. 3. The property owners will be given twenty days to submit their naninations. A list of the suggested names shall be sent to the property owners for a vote. If no names are suJ:mitted, the board of county camnissioners shall choose a name. 4. The property owners shall be given ten days to vote on the suggested names. In the case of a tie, the board of county conmissioners shall choose a name. 5. The case will be scheduled for review by the board of county camnissioners at their next regularly scheduled meeting. The county camnissioners shall ei ther accept the prop:>sed road name or refer it to the property owners for another name. If referred, naninations and a vote will again be required. 7 ~VOL 13 í-A('£ Q -- " 4551 6. When accepted, the road will be added to the private road name log and established on the road identification map. The emergency numbers of affected property owners shall be reassigned and the emergency numbers list shall be updated. 7. Wi thin five working days from the date the board of county comnissioners accepts the road name, notice shall be made to affected agencies am property owners. Affected property owners shall be given new emergency number signs for their reassigned number. Agencies shall be given updates to their road identification maps am emergency numbers list, 4.320 PRIVATE AND COONTY ROADS, PETITIONS TO CHANGE NAME 1. A request to change a road name shall be subni tted on a petition acceptable to the county. The petition shall identify the name that is chosen for the road. At least fifty percent of the residents along the road shall sign the petition. 2. Wi thin ten working days from receipt of the petition, the real property owners along the road, as shown by the county assessor I s records, shall be detennined. 3. A date shall be set with the board of county commissioners to review the petition. 4. All property owners along the road am affected agencies shall be notified of the county commissioners meeting. The notice shall state the time, date, am place of the meeting. 5. The board of county conmissioners shall review the petition at the scheduled meeting and any ccmnents by property owners or reconmendations by affected agencies. The board shall either accept or reject the proposed road name. 6. If accepted, the road name will be changed by resolution and the private or county road log, emergency numbers list, and appropriate road identification map shall be updated. 7. Within five working days from the date the board of county camnissioners acts on the petition, notice shall be made to affected agencies and property owners. If the road name change ~ approved, affected agencies shall be given updates to the appropriate road identification map and the emergency numbers list. 8. The county shall not be liable for costs to a property owner relating to corrections to their number. 4.40 FEES Fees for the application of emergency numbers shall be established by the Jefferson County Public Works Department Fee Schedule Ordinance. 8 ~ VOL 13 r~Œ o - ''''552 .' . - SECTION 5 LEGAL. PROVISIONS 5.10 SEVERABILITY If any section, subsection, or other portion of this ordinance is for arr¡ reason held invalid or unconstitutional by any court of competent jurisdiction, such section, subsection, or PJrtion shall be deemed a separate part of this ordinance and such holding shall not affect the validity of the ranaining parts of this ordinance. 5.20 REPEALER Jefferson County Resolution No. 62-83, "Establishment of a Uniform Road Location and House Numbering System for Eastern Jefferson County," and all rules, regulations, and ordinances of Jefferson County in conflict with this ordinance, or portions thereof, are hereby repealed. 5.30 U"Jr.s..'TlVE DATE This ordinance shall become effective this 21st day of December 1987. 5.40 ADOPTIœ This ordinance is adopted by the Jefferson County Board of Comnissioners this 21st day of December 1987.
