SECTION 1 PURPOSE
The purpose of the Jefferson County Building Code Ordinance is to enhance
the health, safety, and welfare of the public by ensuring that dwellings, build-
ings, structures, and land will be constructed, maintained, and or used in a
manner so as to reduce hazards, increase durability, and provide consistent pat-
terns of community development.
SECTION 2 ADMINISTRATION
AND ENFORCEMENT OF CODE
The Jefferson County Building Official is charged with the administration
and enforcement of the Jefferson County Building Code Ordinance. To this end,
the building official may retain necessary personnel, conduct inspections and
investigations, issue appropriate permits, maintain necessary records and files,
and do or cause to be done all things necessary and proper for the administration
and enforcement of the Jefferson County Building Code Ordinance.
SECTION 3 ADOPTION BY REFERENCE
The following codes, regulations, and statutes are hereby adopted by refer-
ence subject to the modification and or amendments set forth in this ordinance.
In the case of conflict among the codes adopted herein, the Uniform Building Code
shall govern.
1. International Conference of Building Officials, Uniform Building Code (1979)-
and related publications.
2. International Association of Plumbing and Mechanical Officials and Interna-
tional Conference of Building Officials, Uniform Mechanical Code (1979).
3. Western Fire Chiefs Association and International Conference of Building
Officials, Uniform Fire Code (1979).
4. International Association of Plumbing and Mechanical Officials, Uniform
Plumbing Code (1979); provided Chapters 11 and 12 are not adopted; provided
further, notwithstanding any wording or reference to the contrary, nothing
in the code shall apply to the installation of any gas piping, water heat-
ers, or vents for water heaters.

6. International Conference of Building Officials, Uniform Code for the Abate-

SECTION 4 UNIFORM
BUILDING CODE AMENDMENTS
1. Chapter 3, Permits and Inspections, Section 301(b), Exempted Work, is hereby
amended as follows;
1. One story detached accessory buildings used as tool and storage sheds,
playhouses, and similar uses; provided the total cost or fair market
value does not exceed one thousand dollars (51,000.00).
12, Repair or improvement to any building or structure where the total cost
or fair market value does not exceed one thousand dollars (51,000.00)
annually and where said improvements do not add or move plumbing
fixtures.
13. Single vehicle carport or garage and agricultural buildings when no
other classification or occupancy is involved (see Group M, Division 1,
Occupancy).
2. Chapter 3, Permits and Inspections. Section 304(a), Fees, is hereby amended
as follows;
The value to be used in computing building permit and plan review fees
for new construction. alterations, or additions, including modular units and
miscellaneous structures shall be as follows:

3, Chapter 5, Classification of All Buildings by Use or Occupancy and General
Requirements for All Occupancies, Section 501, Occupancy Classified, Table
5-A and Chapter 12, Requirements for Group R Occupancies, Section 1201,
Group R Occupancies Defined are hereby amended as follows:
Division 2, Manufactured Housing (mobile, modular, or factory built
homes): "Manufactured housing" means a structure, transportable in one or
more sections, which is designed to be used as a year around dwelling unit
when connected to required utilities. This definition includes manufactured
commercial and industrial units
4. Chapter 12, Requirements for Group R Occupancies, Section 1202(b), Special
Provisions, shall be amended as follows:
For Group R. Division 2 Occupancies, the following provisions apply:
1, All Group R, Division 2 Occupancies, shall comply with all applicable
federal and state structural codes, including but not limited to the
provisions of RCW 43.22.
2. Minimum lot sizes and set-back provisions shall be the same as for non-
-manufactured housing,
3. Manufactured housing sites shall be graded at a minimum of one inch
drop to ten feet of run for the control of drainage around the struc-
ture.
4. Manufactured housing units shall be attached to a fixed or permanent
foundation.
5, The foundation requirements for all manufactured housing units, exclud-
ing mobile homes, shall be the same as Group R, Division 3 Occupancies
(dwelling and lodging houses).
6. The foundation, set-up. and installation requirements for mobile homes
shall be the same as WAC 296-150B.
:). Chapter 5, Classification of All Buildings by Use or Occupancy and General
Requirements for All Occupancies, Section 501, Occupancy Classified, Table
5-A and a new chapter established for Group S Occupancies, Shoreline Develop-
ment, shall be amended as follows:
Group S Occupancy shall be all shoreline developments that require the
issuance of a shoreline substantial development permit pursuant to the Wash·
ington State Shoreline Management Act of 1971. RCW 90.58 and the Jefferson-
-Port Townsend Shoreline Management Master Program.

SECTION 5 DEPARTMENT APPROVALS
5.10 HEALTH DEPARTMENT: For those structures, uses, or developments
that require health review, no building permit shall be issued unless and until
application for the permit has been approved by the Jefferson County Health
Department, The health department shall review an application to ascertain that
the property does or will have an adequate water and sewerage systems, pursuant
to Jefferson County Ordinance 2-77.
5.20 PLANNING DEPARTMENT: No building permit shall be issued unless
and until the application for the permit has been approved by the Jefferson
County Planning Department when such approval is required by county ordinance.
5.30 PUBLIC WORKS DEPARTMENT: When a proposed structure, use, or
development is to access onto a county road, no building permit shall be issued
unless and until a county road approach permit, either temporary or permanent,
has been issued by the Jefferson County Public Works Department pursuant to
Jefferson County Resolution 26-82 and RCW 36.75,
5.40 DEPARTMENT OF TRANSPORTATION: Where a proposed structure, use,
or development is to access onto a state road or highway, no building permit
shall be issued unless and until a state road approach permit, either temporary
or permanent, has been issued by the Washington State Department of Transporta-
tion pursuant to RCW 47.23.
SECTION 6 LEGAL PROVISIONS
6.10 PENALTIES: Unless otherwise more specifically provided, any person,
firm, or corporation violating any of the provisions of the Jefferson County
Building Code Ordinance shall be deemed guilty of a misdemeanor, and each such
person, firm, or corporation shall be deemed guilty of a separate offense for
each and every day or portion thereof during which any violation of any of the
provisions of this ordinance is committed, continued, or permitted. Upon convic-
tion of any such violation such person, firm, or corporation shall punished by a
fine of not more than one thousand dollars ($1,000.00) or by imprisonment for not
more than ninety (90) days, or by both such fine and imprisonment.
6,20 DECLARED NUISANCE: Unless otherwise more specifically provided, any
building or structure hereafter set-up, erected, built, moved, or maintained or
any use of property now or hereafter contrary to the provisions of the Jefferson
County Building Code Ordinance, shall be declared unlawful and a public nuisance
and compliance with this ordinance may be enforced by a mandatory injunction
brought by the owner or owners of land in proximity to the land with the pre-
scribed condition or the Jefferson County Prosecuting Attorney may immediately
commence action or actions, proceeding or proceedings, or abatement, removal, and
enjoinment thereof, in a manner provided by law, and shall take such other steps

and shall apply to such court or courts as may have jurisdiction to grant such
relief as will abate or remove buildings, structures, or uses and restrain and
enjoin any person from setting-up, erecting, building, moving, or maintaining any
such building or structure, or using any property contrary to the provisions of
this ordinance.
6,30 BOARD OF APPEALS: The Jefferson County Board of Commissioners
shall be the board of appeals that may be required in the administration of this
ordinance or the codes adopted herein. The Jefferson County Building Official
shall serve as an ex-officio member of the board of appeals.
6.40 REPEALER: The following ordinances are hereby repealed: Ordinance
2-69, Ordinance 3-74, Ordinance 2-75, Ordinance 2-82, and Ordinance 4-83.
6.50 SEVERABILITY: If any section, subsection, sentence, clause, or phrase
of the Jefferson County Building Code Ordinance or its application to any person
or circumstances is held invalid, the remainder of the ordinance or the applica-
tion to other persons or circumstances shall not be affected.
6.60 LIBERAL CONSTRUCTION: The rule of strict construction shall have no
application to the Jefferson County Building Code Ordinance. but the same shall
be liberally construed in order to carry out the purpose and objectives for which
it is intended.
6.70 EFFECTIVE DATE: The Jefferson County Building Code Ordinance shall
be of full force and effect on this 23rd day of January, 1984.

road crossings, and information on routing alternatives. other
cooperators will provide information to PTC and its consultants
regarding road crossings and alternative routing.
NPS and PTC staff, with AC review and input, will map resources
and prepare an analysis of opportunities and constraints relative
to trail goals and issues. These may be supplemented as
additional information becomes available.
Cooperators, PTC staff and the AC will assist in conducting a
public meeting to review resource assessment information and to
identify public issues. workshop results will be transcribed by
NPS with cooperator assistance and distributed to AC members.
Issues and resource assessment comments will be incorporated into
ongoing work and documentation.
4. TRAIL CONCEPT

NPS, with PTC staff assistance, will research trail standards and
plans used elsewhere to share with AC. NPS, with PTC staff
assistance, will facilitate identifying standards and
alternatives with AC, then refined by NPS with PTC staff
assistance following AC discussion. Appropriate local government
and state agency staff (Planning, Parks, Transportation, resource
agencies, etc.) will be consulted in refining standards and
alternatives.
NPS and PTC staff will develop preliminary evaluations and
comparisons of alternatives relative to impacts, trail goals,
. opportunities and constraints. AC will. review and evaluate, then
generate a preferred alternative. Cooperators, PTC staff and the
AC will assist NPS in conducting a public meeting to review
standards, alternatives and the preferred alternative. Workshop
results will be transcribed by NPS with cooperator assistance and
distributed to AC members. Comments will be reviewed and
incorporated into ongoing work and documentation.
NPS and PTC staff will develop the preferred alternative into a
concept plan, incorporating public comments, and circulate·for
review by AC.

strategies, and if necessary, revised or new land use policies
and regulations to support the concept plan.
NPS and PTC staff, in consultation with cooperators, will revise
action plan and circulate for final AC review.
7. DOCUMENTATION and FINAL PLAN

. NPS and PTC staff will combine and revise materials prepared in
previous tasks into a draft summary concept plan incorporating
the action plan. Appropriate local government and state agency
staff (Planning, Parks, Transportation, resource agencies, etc.)
will be consulted on summary draft. AC and local cooperator
staff will review and comment on draft plan. Cooperators, FTC
staff and the AC will assist in conducting a public meeting to
review and comment on draft proposals. Public comments will be
circulated to AC for review and incorporation in final revision
of plan document.
NPS and PTC staff will prepare final revision of plan document in
camera-ready form which can be photocopied. PTC and other
cooperators will arrange for and pay costs of printing and
distribution.

While actual implementation is beyond the scope of this
cooperative project, several planning tasks remain before
construction can proceed. Cooperators will need to review and
adopt relevant parts or the whole of the concept and action plans
in appropriate forms (e.g. comprehensive land use and park plans,
CIP's, etc.) which are made binding; local policies, programs and
projects should be made consistent with the concept plan.
Cooperators should pursue appropriate forms of funding, site
planning, acquisition and development consistent with the concept
plan and in coordination with each other. Master plans and
detailed designs based on the concept plan will be necessary for
trail and facility development.
PTC should monitor progress and assist ~ocal jurisdictions
wherever possible.
