AN ORDINANCE REGULATING THE CARRYING AND USE OF
FIREARMS IN A SAFETY ZONE SURROUNDING THE OLYMPIC
AND CLEARWATER CORRECTION CENTERS; PRESCRIBING
ENFORCEMENT OFFICIALS AND PROVIDING PENALTIES.
WHEREAS, the Olympic and Clearwater Correction Centers
are located within the boundaries of Jefferson County and the
safety zone surrounding the Centers is subject to County
regulation, and
WHEREAS, persons carrying and using weapons within the
safety zone present a safety hazard to the Correction Center
personnel and inmates,
NOW, THEREFORE, BE IT ORDAINED by the Board of County
Commissioners of Jefferson County, Washington:
SECTION ONE: PURPOSE
The purpose of this ordinance is to prohibit the carrying and/or
discharging of weapons within the safety zone surrounding the
Olympic and Clearwater Correction Centers. The safety zone shall
be clearly marked as such with appropriate signing and includes
the following described real property:
All those portions of Sections 28, 29, 32, and 33,
Township 26 North, Range 11 West, W.M., Jefferson
County, Washington, according to the O.C.C. - C.C.0
Safety Zone Map on file with the State of Washington
Department of Natural Resources, more particularly
described as follows:
Commencing at the northwest corner of Section 33;
thence N 73 37' 16" West for 1,787.66 feet to the
west bank of the Snahapish River and the true point
of beginning of this description; thence N 34 38'
27" E for 334.25 feet; thence N 77 47' 58" E for
946.37 feet to the west side of of the Hoh Mainline;
thence N 11 58' 07"W for 1,109.11 feet along said
west side; thence leaving said west side N 73 33'
44" E for 1,678.61 feet; thence S 20 14' 04" E
for 1,460.11 feet; thence S 51 05' 45" E for 732.62
feet; thence N 70 44' 27" E for 439.60 feet; thence
S 22 00' 31" E for 2,054.73 feet; thence S 62 17' 21"
W for 1,118.26 feet; thence S 43 28' 13" E for
1,191.90 feet; thence S 71 55' 19" W for 1,015.11 feet
to the west side of the Hoh-Clearwater Mainline; thence
along said west side N 33 49' 12" W for 2,443.46 feet;
thence leaving said west side N 80 32' 16" W for 182.48
feet to a point that lies S 21 55' 16" E a distance of
2,491.11 feet from the northwesterly corner of Section
33; thence westerly along the centerline of Camp Creek
to its point of confluence with the Snahapish River;

thence northerly along the west bank of the Snaphapish
River to the true point of beginning.
It is the further intent of this ordinance to protect the
personnel and inmates of Olympia and Clearwater Correction
Centers against the safety menace incident to the carrying and/or
discharging of weapons within the safety zone.
SECTION TWO: WEAPONS DEFINED
The term weapons as used in this ordinance shall include, but not
be limited to: pistols, revolvers, shotguns, rifles, all forms of
bows and arrows and slingshots.
SECTION THREE: VIOLATIONS
(1) Civil Penalties. Any person who violates the provisions
of this ordinance shall be subject to a penalty in the amount of
not less than One Hundred Dollars ($100.00), nor more than Two
Hundred Fifty Dollars ($250.00).
(2) Gross Misdemeanor. In addition to the penalty imposed in
subsction (1) above, any person who violates any provision of
this ordinance shall be guilty of a gross misdemeanor.
SECTION FOUR: ENFORCEMENT OFFICERS AND PROCEDURES
Enforcement of this ordinance may be by any State or County law
enforcement office, state game office, state fisheries officer or
personnel of the Correction Centers. All such enforcement
officers are empowered to issue citations to and/or arrest
without warrant, persons violating the provisions of this
ordinance. Said enforcement officers may serve and execute all
warrants, citations and other process issued by the courts. In
addition, mailing by registered mail of such warrant, citation or
other process to the last known place of residence of the
offender shall be deemed as personal service upon the person
charged. Said enforcement officers may seize and hold as
evidence the weapon of any person violating the provisions of
this ordinance.

SECTION FIVE:
SEVERABILITY
If any section, word or words of this ordinance are found to be
unconstitutional, or otherwise invalid, such unconstitutionality
or invalidity shall not affect the remaining prtions of this
ordinance.
SECTION SIX: INTERPRETATION
In the event any other County ordinance, whether or not codified,
is in conflict with any of the terms of this ordinance, the more
stringent shall be construed as applicable.
SECTION SEVEN: EFFECTIVE DATE
This ordinance shall take effect on
PASSED by the Board of County Commissions of the County
of Jefferson, signed by the Commissioners and attested to by the
Clerk of the Board in authorization of such passage this day
of Nov'einber, 1984.

RE: OCC SAFETY ZONE
Dear County Commissioners:
This is a request to amend Jefferson County Ordinance No.
8-84, effective 11-05-84, regulating the carrying and use
of firearms in the safety zone surrounding OCC.
Additional buildings and program needs have added areas
outside the original boundaries as shown on the attached
aerial map and as described in the ordinance.
Department of Corrections has constructed a weapons
qualification range north of the institution. The
Department of Natural Resources has built a saw mill,
cedar products area and a road sanding storage shed
southwest. These additional areas are occupied by staff
and inmates on a regular basis during assigned work and
training periods.
Jefferson County Deputy Sheriff, Don Johnson, Washington
State Wild Life Agent, Curt Wood and The Department of
Natural Resources representatives were apprised of this
request and agree with the safety needs.

Attached is a legal description of the requested changes,
which was prepared by the Department of Natural Resources
engineers. I have also attached a copy of the original
ordinance.

FIREARMS'.IN A SAFETY ZONE SURROUNDING THE OLYMPIC AND
CLEARWATER CORRECTION CENTERS; PRESCRIBING ENFORCE-
MENT OFFICIALS AND PROVIDING PENALTIES
NOTICE.IS HEREBY GIVEN that the Jefferson County Board of
County Commissioners will conduct a public hearing on Tuesday, the 23rd
day of October, 1984, at the hour of 7:OOp.m., in the Courthouse Annex
in Clearwa.ter, Washington, for the purpose of taking testimony from all
interested persons.oin.the proposed establishment of firearm regulations
for the Olympic and Clearwater Correction Centers located within the
boundaries of Jefferson County. Any person may submit written or oral
comments at this public hearing with respect to the contents and adoption

Section 2. Weapons Defined: Weapons not allowed are listed
and include all forms of bows and arrows and slingshots.
Section' 3. Violations: 1) Civil Penalties. Any violaters
are subject to a penalty not less than One Hundred Dollars, nor more than
Two Hundred Fifty Dollars. 2) Gross Misdemeanor. 'In addition to the
penalty imposed,'any violater shall be guilty of a gross misdemeanor.
Section 4: Enforcement Officers And Procedures: Enforce-
ment of this ordinance may be by any State or County law enforcement
office, state game office, state fisheries officer or personnel of the
Correction Centers.
Section 5: Severability: If any portion of the ordinance
is found unconstitutional, or otherwise invalid, it shall not affect the
remaining portions of the ordinance.
Section 6. Interpretation: If any other County ordinance
conflicts with the terms of this ordinance, the more stringent shall be
construed as applicable:
