Installing Septic- on parcel 966000701 in 1 2 years
We want to make sure we are able to run electricity and water immediately after we purchase the land.
We want to make sure we will be able to put in a septic system once we are ready to build.
My husband and I are in the process of buying a piece of property that has two parcels. 966000701 and
966000401. The ller address is 999 Oak Bay Road Port Hadlock. We have a closing date set for July 15,
2022 if we determine feasibility for building a three bedroom home in the near future (2 3 years from now).
Our plan is to push a driveway and a at building spot for a three bedroom house, run electricity and water
to the building site and put in a septic system before building.
We are able to see that it falls within a pre-1971 plat “KUHNSVILLE BLK7 lots1 8 less R/W” and we will need
to submit an application to see if it is a ected by the moratorium.
I will have a question about the moratorium and whether or not that will allow me to put a septic system on
the property. I have attached a document regarding a septic hole dug by Shold’s in case it has any e ect
on the moratorium.
Our rst step will be to submit a new address application, which requires a site plan. What exactly needs to
be in a site plan? How speci c? Can it be a simple sketch of the driveway?
Our main question for the meeting will be: Are there any reasons why we can’t build a three bedroom
home with a septic on parcel 966000701 in the near future?

1. Moratorium:
Yes, the parcels are impacted by the moratorium. They were subdivided in 1886. Je erson County DCD
and Environmental Public Health cannot accept applications for these parcels at this time. This includes
septic, address, and building permits. The Board of County Commissioners shares updates on the

2. Building a single-family residence in the near future:
Under our current code, there are no apparent barriers to building residences on these two parcels, or
combining the parcels to build a single residence. It is unknown how our regulations will change when the
moratorium ends, which may impact the buildability of these parcels. Please note that customer

According to the Je erson County GIS Maps, there is a Coastal SIPZ located on the subject property. If a
private water source is proposed, additional measures may be required.
Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater
intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells
drilled on upland areas cannot obtain freshwater suitable for public consumption without signi cant
additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is
primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of ground water
withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory
authority to regulate groundwater withdrawal for individual wells in Je erson County. New development,
redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular
should be developed in such a manner to maximize aquifer recharge and maintain the
saltwater/freshwater balance to the maximum extent possible by in ltrating storm water runo so that it
recharges the aquifer.

1. Track updates on the moratorium from the Board of County Commissioners o ce.
2. After the moratorium ends, consider contacting the Je erson County Department of Public Works to
discuss a road vacation. The road vacation would eliminate the space between the parcels for creating a
road.
3. Following a road vacation, the two parcels could be combined using a boundary line adjustment lot
