INTER-DEPARTMENTAL MEMORANDUM
OF UNDERSTANDING AND RESPONSIBILITY
DEVELOPMENT PROJECTS REVIEW AND ENFORCEMENT
WHEREAS, the implementation of various County plans, programs,
policies and standards requires close coordination between the Jefferson
County Building, Health, Planning and Public Works Departments; and
WHEREAS, many development proposals are approved subject to
various conditions imposed by the Jefferson County Board of County
Commissioners upon recommendation from these departments; and
WHEREAS, compliance with these conditions is required prior
to the use or occupancy of developments, or, in some instances, require
ongoing monitoring of development proposals; now, therefore,
BE IT RESOLVED, that the attached I"lemorandum of Understanding
and Responsibility is hereby adopted to ensure that conditions imposed
during project review are systematically enforced and completed prior
to use or occupancy of the development; and to ensure conditions which
require ongoing monitoring are reviewed by the appropriate agency ,or
department.

MEMORANDUM OF
UNDERSTANDING AND RESPONSIBILITY
DEPARTMENTAL RESPONSIBILITY
JEFFERSON COUNTY BUILDING DEPARTMENT: The building department
shall not issue a certificate of occupancy until all conditions of
permit approval are complied with. The building department shall
inspect all conditions where physical improvements to the property
or structure are involved and ensure full compliance therewith.
In the review of development proposals, the building official
may consult with other departments or agencies to ensure compliance
with conditions of approval.
For conditions requiring ongoing investigations, the building
department shall develop a filing system to ensure that proper
and timely review is carried out by reviewing agencies. The
building department will notify reviewing agencies when review
is necessary.
JEFFERSON COUNTY HEALTH DEPARTMENT: The health department
shall assist the building department to ensure compliance with
conditions on health related issues when deemed necessary and
appropriate. Prior to the issuance òf the certificate of
occupancy, the health department shall review conditions of
approval and initial compliance therewith, where appropriate.
JEFFERSON COUNTY PLANNING DEPARTMENT: The planning department
shall assist the building department to ensure compliance with
conditions on planning related issues. Assistance may include
consultation and inspection when deemed necessary and appropriate.
Prior to the issuance of the certificate of occupancy, the planning
department shaxl review conditions of approval and initial compliance
therewith, where appropriate.
JEFFERSON COUNTY PUBLIC WORKS DEPARTMENT: The public works
department shall assist the building department to ensure compliance
with conditions on public works related issues, including the review
of bonds or other performance instruments. Assistance may include
consultation and inspection when deemed necessary and appropriate.
Prior to the issuance of the certificate of occupancy, the public
works department shall review conditions of approval and initial
compliance therewith, where appropriate.
