HomeMy WebLinkAbout072 83 r. ~' :âhu:Ú-L ~.+IO ': 2j2Ji3 :. p",,- RESOLUTION NO. 72-83 "AGREEMENT BE IT RESOLVED and agreed by the undersigned that~ The Emergency Management Organization of Jefferson County and the city of Port: Townsend shall continue to operate jointly. to be known as "Jefferson County Emergency Management Department," and under the direction and control öf the Jefferson County Emergency Management Council, shall be governed by the following bylaws which are hereby adopted: BYLAWS JEFFERSON COUNTY EMERGENCY MANAGE~ŒNT COUNCIL NAHE This organization shall be known as the "Jefferson County Emergency Management Council." PUR?OSE To implement and conduct an Emergency Management Program in Jefferson County, Washington, in accordance with the following ordinances: 1. City of Port Townsend Resolution # 83-12 ij.eso1ution 2. Jefferson County ~~e ~ 7~-13 N:EMBERSHI? j .1. The following five persons shall constitute the membership of this Counc i l: The three county comm~ss~oners (voting members). -. The Mayor of Port Townsend (voting member). The Je fferson Emergency Hanagement Director (ex 0 ffic io member). 2. The above members may appoint the following persons as alternates to represent them on this Council: (a) A county commissioner may temporarily appoint another elected county official. An alternate so appointed shall be entitled to exerc~se the same voting privileges as the ,member he represents. OFFICERS 1. The four voting members of this Council shall be the govern~ng body. 2. The officers shall be Chairman and Vice-Chairman. 3ò The Director shall be appointed by a majority vote of the members of thi~ Council and his tenure shall be at the pleasure of the Council. The Director shall not serve as either the Chairman or Vice-Chairman of this Council. 4. The Chairman of this Council shall be elected by a majority vote of the'members of this Council. s. It shall be the duty of the Chairman to preside at all meetings and to perform su~h other duties as are commonly associated with th is office. .+1 6. It shall be the duty of the Vice-Chairman to perform all of the " duties of the Chairman in the Chairman's absence. 7. It shall be the duty of the Director to diligently study the . problems of emergency manàgement in Jefferson County and to submit his recommendations to the Council from time to time. 8. It shall be the duty of the Director to prepare each year and submit to the Council for approval a budget for the following year's operation of Je fferson County Emergency Hanagement. 9. MEETINGS 1. This Council shall meet upon call of the Chairman or in his absence or inability to call such meeting, upon the call of the Vice-Chairman. Meetings may also be called at the request of any four members of this Council. 2. Three voting members shall constitute a quorum. 3. Each Council member shall be entitled to one vote. FUNDS All mon~es received by Jefferson County Emergency Management shall be deposited with the county and placed in a fund to be known as the "Je fferson County Emergency ~anagement Fund." All disbursements will be made by warrant dra\olTI against said Fund In the manner prescribed by law. PARLIÞ0ŒNTARY AUTHORITY \ The rules contained In th~ latest edition of Robert's Rules of Order . shall govern this Council in all cases to which they are applicable \ and in which they are not inconsistent with the Bylaws or the special rules of order of this CounciL -. Commissioner Gc.'~,,:,:, - c.¿.7j' , !/i¿~3' ~ ) RESOLUTION NO. 83- /1- A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO ENTER INTO AN AGREEMENT WITH JEFFERSON COUNTY FOR THE FORMATION OF AN EMERGENCY MANAGEMENT ORGANIZATION BE IT RESOLVED, by the City Council of the City of Port Townsend, in regular session assembled, that: The Mayor be and he is hereby authorized, on behalf of the City of Port Townsend, to enter into an agreement with Jefferson County for the formation of a joint City-County emergency management organization, to be known as the "Jefferson County Emergency Management Department," under the direction and control of an Emergency Management Council, the by-laws for which shall be substantially in the form of the document hereunto annexed, marked "Exhibit A," and'by this reference incorporated herein the same as though a part hereof. BROWN, DISTRICT 2 JOHN L PITTS, DISTRICT 3 July 25, 1983 Hugh Fowler, Director Department of Emergency Services 4220 East Martin Way, PT-ll Olympia, WA 98504 Dear Mr. Fowler: This will serve as a letter of intent for the Joint Organizational Plan and Development r~lative to the Jefferson County Emergency Services Opera,tionsPlan. It will be our ,intent at this time to bring the organi- zation into working sub-committees to develop organizational structure, plan,revision and specific annexes. The information from those sub- committees will then be placed within the current Jefferson County Emergency Serv~ces Operations Plan. This will revise the current plan to include the City of Port Townsend. Needless to say, the organizations1 structure will consist of those key individuals of corresponding authority from within the City as well as those already enumerated in the Jefferson County Plan. 4 ~)-' It is our. expressed intent to fully develop the Plan, with the annexes, to parallel with our projected building project. We hope that you find this an acceptable approach. . .. Our targeted date of completion for the combined Plan, with annexes, resources, etc., will be within six (6) months. We feel that this is a realistic time element ,to complete the development and finalize the Plan. This will, in fact, be well ahead of the projected building project com- pletion, by at least six (6) months. Please find enclosed the cornbined.ageement relative to the Joint Operational Plan.
