L RESOLUTION NO. 118- 8 3 A RESOLUTION 10 CONFIRM AND LEGALLY ESTABLISH THE LIMITS OF THE "ŒITICAL WATER SUPPLY SERVICE AREA" AS THE WHOLE OF JEFFERSON COUNTY WHEREAS, the Preliminary Assessment prepared for the implementation of the Public Water Service Coordination Act in Jefferson County recommended that the scope of the implementing study include the wholè of Jefferson County; and WHEREAS, the membership of the Water utility Coordinating Committee at its first meeting recommended the same thing; and WHEREAS, there was no persuasive substantive counter argument against these limits presented at either of the public hearings held by this commission on this subject; now, therefore, BE IT HEREBY RESOLVED, that the external boundaries for the Critical Water Supply Service Area (declared in Resolution 97-83) are established as the boundaries of Jefferson County. COMMISSIONERS Gentlemen, In initiating action under the Public Water System Coordination Act in Resolution 97-83 you declared the area of the study to be county-wide. As we learned at the first meeting of the Water utility Coordinating Committee there is a definite, and somewhat different, procedure by which these limits are to be established. The first action is for the WUCC to so recommend. They did this unanimously at their first meeting on November 30. Next, following a ten day notice in the press, the Board of Commissioners is required to hold two public hearings. These can be held during regular meeting hours. Following this, and presuming there are not sufficient substantive reasons raised to reduce the area of the study, another resolution will be required. A proposal is attached. For your information, the first meeting was well attended (only one invitee failed to show), the information was well presented and seemed to be well received by the attentive audience.
