RESOLUTION NO. 53-82
REQUESTING CONGRESS TO ENACT LEGISLATION
OVERTURNING THE BOLDT DECISION
WHEREAS, the salmon and steelhead resources of the State of
Washington are declining at an alarming rate; and
WHEREAS I the decline is attributable to the allocation of fifty
percent of the available salmon and stee1head to only one percent of the
population of the State; and
WHEREAS, this arbitrary allocation of our irreplaceable fish
resource and the permanent damage to our commercial and sport fishing is
the direct result of the decision of the United States Court System to
favor one group of citizens over all others; and
WHEREAS, we believe the decision of the Federal Courts is inequi-
table and grossly unfair to the vast majority of the population; and
WHEREAS, we believe that fishing and wildlife conservation laws
should be applied uniformally to all citizens;
NOW THEREFORE, BE IT RESOLVED by the Jefferson County Board of
Commissioners I that the Congress of the United States is hereby requested
to enact legislation overturning the Boldt decision and eliminating the
special rights and privileges bestowed on a special group of citizens at
the expense of the rights and privileges of the majority.

Dear Fellow Commissioners:
As you may be aware, I have been involved in Indian jurisdictional
problems at the local, state, regional.and even national level. Part
of my involvement has been as a result of' the. establishment,of a new
reservation in our County by the Department of Interior witQ(>ut any
communication whatsoever. ,Theres'tofmy involvement has been associated
with fishing rights, the protection of Steelheadandtheßolt. decisions.
I feel we are facing a critical situation that requires our direct in-
vovlement and support as local elected ()fficials.
We now have a group known as the Fisheries Resource Action Group that
has been formed in the State of Washington. Their primary purpose and
goal is to convince Congress to overturn the Bolt decisions which give
certain Indian tribes 50 percent of all harvestablesalmon in the state,
whether they be native or hatchery runs, of fish. The Boldt II decision
also gets into hunting, mineral and timber rights.
I am asking commissioners from every county in Washington to join
together to get Congress to overturn the Bolt decisions. If you feel
this proposal is something you can uphold either as a board or as an
individual commissioner, please pass the enclosed resolution and/or write
a letter to that affect to your congressional delegation.
It is extremely important. that we pre$ent a united front on this issue,
so please give this your serious attention. I would appreciate a copy
of your resolution and letter after they are passed and completed. If
our senators and congressmen hear from enough people on this issue, they
will respond; so consider passing your resolution soon.
