RESOLUTION NO. 60-82
A RESOLUTION PLACING ON NOVEMBER 2, 1982 BALLOT
THE ISSUE OF LEVYING AN EXCISE TAX FOR THE
PURPOSE OF PROVIDING FUNDS FOR A
COUNTY-WIDE 911 EMERGENCY TELEPHONE SYSTEM
WHEREAS, the 911 telephone system, which provides for an emergency
service communication system on a county-wide basis, was implemented in
Jefferson County in the year 1981, by the Board of Jefferson County Conunis-
sioners upon the request and support of the County Fire Protection Districts
and the City Council of the City of Port Townsend; and
WHE.REAS, "emergency services communication sys tem" has been
defined as a county-wide radio or 1and1ine conununications network, 911
telephone system, which provides rapid public access for coordinated dis-
patching of services, personnel, equipment, and facilities for police, fire,
medical, or other emergency services; and
WHEREAS, the Washington State Legislature has found that the most
efficient and appropriate method of deriving revenue to implement, operate,
and maintain the 911 telephone system is to levy an excise tax, not exceed-
ing fifty cents ($.50) per month, on the use of each telephone access line,
and so authorized the legislative authorities of the counties to levy said
tax subject to voter approval; and
WHEREAS, "telephone access line" has been defined as the telephone
service line which connects a subscriber's main telephone(s) or equivalent
main telephone(s) to the telephone company's switching office;
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the question of
whether the county shall impose an excise tax on telephone access lines for
the purpose of funding a 911 emergency communication system be submitted to
the voters of Jefferson County at the election to be held November 2, 1982.
¡T ¡S FURTHER RESOLVED, that the proposition shall be submitted
to the voters in the following form:
PROPOSITION
EMERGENCY TELEPHONE SYSTEM EXCISE TAX
Shall Jefferson County impose an excise tax on the
use of telephone access lines for the purpose of
funding an emergency service communication system
(911 telephone system) in an amount not to exceed
fifty cents per month for each telephone access
line?

IT IS FURTHER RESOLVED, that the Clerk of the Board shall
deliver to the Jefferson County Auditor a true copy of this resolution at
least forth-five (45) days prior to the date of the election provided for
herein. Such County Election shall be noticed and conducted in the manner
provided by law.

Jeffe~sop Co~nty Auditor a copy of Resolution No. 60-82, placing on the
November 2, 1982 ballot the issue of levying an excise tax for the
purpose of providing funds for a county-wide 911 em gency telephone system.
