RESOLUTION NO. 69-82
CONTRACT EXTENSION NO. 2
IFMS DATA PROCESSING SYSTEM
WHEREAS, the Jefferson County Board of Commissioners extended
an existing contract on the 29th day of December, 1981, by and between
Gerald H. Barschdorf of Omega Systems and Jefferson County to provide for
the consultation and management for the implementation of the IFMS Data
Processing System for Jefferson County; and
WHEREAS, Barschdorf has been unable to complete the implement-
ation time table due to NCR's failure to meet their commitment for the
revision of IFMS programs to meet BARS requirements; Now, Therefore,
BE IT RESOLVED, by the Board of Jefferson County Commissioners,
that the contract for Gerald H. Barschdorf of Omega Systems to serve as
Implementation Manager for the IFMS Data Processing System for Jefferson
County is hereby extended by an additional six (6) months period to allow
for completion of said System.
BE IT FURTHER RESOLVED, that Jefferson County shall pay
Barschdorf an'additiona1 $5,000.00 for his services to a new maximum of
$31,000.00. There shall be no change in the maximum allowed for travel
expenses, mileage charge, or hourly rate.

The cost of this enhancement project is unknown at this
time. Some of the changes desired are minor while others are
~ major and may require considerable effort. There is no good

~ way to estimate the cost until we actually begin the modifica-
...J t,ions. I believe that we can possibly arrive at some cost
~ estimate after discussions with the Treasurer and Auditor.

REQIDEST FOR CONTRACT EXTENSION
This request is made by Gerald H. Barschdorf, d/b/a
MEGA SYSTEMS, of Lacey, Washington. I am seeking an
xtension to our contract dated November 24,1980 and revised
ecember 29, 1981.
I am still committed to provide whatever actions are
I ecessary to bring this project, the implementation of IFMS,
o a successful completion. However, do to circumstances
eyond my control, I have been unable to meet my implementation
ime table. The only obstacle that is delaying the project
at this time is NCR. NCR is either unwilling or unable to
meet their commitment - the revision of IFMS programs to meet
BARS requirements. The agreed upon schedule required that all
revisions be completed by March 31, 1982.
The remainder of the project has been completed. All
processes are implemented and operating as expected. The day
to day operations are being supervised by Elaine Arey. The
user department operations are doing an excellent job with
their required functions.
I veiw this extension as consisting of two parts. The
first part is a continuation of past services. These services
being the implementation of NCR provided revisions, and assist-
ance to the system supervisor and users. The implementation
of NCR revisions consist of designing revisions, discussions
with NCR, testing revised programs, implementing revised programs
and reporting on status of revisions.
The second part is a new function. This function will
provide design and programming support to enhance various
programs in the IFMS systems. The enhancements are changes
which will improve the useability and processing capabilities
of the system and system produced reports. These are revisions
which will not be provided by NCR.
,FOr the above stated reasons, I am requesting an extension
of six months to our contract. I am also requesting that the
maximum amount to be paid for my services be increased by
$5,000.00 to a new maximum of $31,000.00. I am seeking no
change in the maximum allowed for travel expenses, the mileage
charge, nor the hourly rate. This portion of my request
references part one only.
The second part of the extension is an area that is difficult
to define. All of the enhancements desired have not been identified,
and the amount of time to program them is difficult to estimate.
I agree to perform all requested enhancements for a fee of $35.00
per hour. These services will only be performed after receiving
written authorization. Travel Expenses, when necessary, will
also be billed. The mileage charge will be 2Ø cents per mile.
