RESOLUTION NO. 118-82
ORDER
GRANT AWARD TO THE PORT TOWNSEND CHAMBER OF COMMERCE
TOURISM COMMITTEE
WHEREAS, the Jefferson County Board of County commissioners did,
on the 13th day of September, 1982, declare that an emergency existed to
provide a grant award in the sum of $5,000.00 to be used for the promotion
of tourism throughout the entire County of Jefferson and set a hearing on
the said emergency for the 27th day of September, 1982, at the hour of
11:00a.m.; and
WHEREAS, this being the time and place set for said hearing, and
no objection or objection interposed; Now, Therefore,
IT IS HEREBY ORDERED, by the Board of Jefferson County Commis-
sioners that the County Auditor be, and she is hereby authorized to estab-
lish a budget expenditure category within the Hotel/Motel Tax Fund No. 1260.
under BARS Account No. 519.90.42, in the amount of $5,000.00, for the
purpose of awarding a Grant to the Port Townsend Chamber of Commerce Tourism
Committee.

Em almost any vantage point, Port
Townsend makes a special first impression.
Viewed from the highway, the clocktower
of the old red courthouse serves as the
centerpiece of a panorama of mountains,
trees, sea and sky. Approached by ferry or
sailboat, the details of old waterfront
structures and Victorian mansions on the
bluff emerge more gradually.
These buildings and their scenic location
are part of a story that began more than 100
years ago, when Port Townsend's bustling
harbor appeared destined to make her the
center of commerce on Puget Sound,
Founded in 1851, the Key City prospered
and community boosters anticipated a
population of 20,000 by the mid-1890's.
However, as the century was drawing
to a close, events conspired to dampen Port
Townsend's prospects as a seaport metrop'
olis, Seattle and Tacoma eventually won
the race for commercial pre-eminence, but
Port Townsend can hardly be called the
loser. Through the years she has main,
tained or recaptured much of the charm
and grace of that earlier time, and her
distinctive heritage has been woven right
into the fabric of contemporary life.

now offers an interesting array of galleries,
antique and gift shops, book stores,
gourmet restaurants and cafes, and all-
purpose emporiums,
Restored Victorian inns, private
residences, churches, and public buildings
are within easy walking distance of
downtown Water Street,
At the Boat Haven and Point Hudson
marinas, modern technology mingles with
the age-old trade secrets of fishermen and
boat builders. And old Fort Worden plays
host to campers, picnickers, and some of
the Northwest's finest cultural events,

Architecture
Port Townsend has been designated a National Historic
District and is considered the best example of a Victorian
seacoast town north of San Francisco.
Pick up a Tour Map with locations and background
sketches of nearly 70 Victorian residences, buildings, old
forts, parks, and monuments, The Jefferson County
Historic Museum in old City Hall exhibits artifacts and
hundreds of photos from Port Townsend's early days.
For two weekends each year, visitors get a special look at
a gracious past during the Historic Homes Tours,
Restaurants and Accommodations
Almost every kind of overnight accommodation is
available in the area, including modern resort
condominiums and motels, bed and breakfast inns,
restored military officers' houses, hostels, and state
park campgrounds.
In settings ranging from sidewalk cafe to formal
Victorian dining room. more than 20 restaurants offer
everything from the basic burger to fine French, Chinese,
Mexican, and Northwest American cuisine.
Shopping
Rare treasures as well as the basic necessities await those
who take time to explore Port Townsend's Downtown and
Uptown shopping areas.
Proprietors have paid particular attention to historical
accuracy in restoring commercial buildings, and many
shops feature the work of talented local painters, sculptors,
weavers, potters, poets, and writers.

Sports and Activities
Several full-service marinas and launching ramps serve
boaters and fishermen in the Port Townsend area.
Anchorage is even available just off the historic waterfront
district. Great salmon fishing is complemented by good
clam, crab, and oyster beaches,
Visitors have access to public tennis courts and golf
courses, and the entire Olympic Peninsula is the ideal back,
drop for casual or serious hiking, jogging, cycling and skiing.
Highlighting the sports year are the Rhody Run, a
7.5'mile road race in mid- May, and the USCF-
sanctioned Port Townsend Bicycle Race in ear-
ly August,
Environment
Port Townsend is surrounded by some of the North-
west's most 'SCenic shorelines, forestS, rivers and mountains.
Four waterfront parks in the city limits offer long stretches
of beach commanding impressive views of the Cascade
Range and nearby islands.
Within short driving distance are the majestic peaks,
rushing rivers and ancient rain forests of the Olympic
National Park.
In mid-May, Port Townsend celebrates the magnificent
blossoming of Washington's state flower with the Rhodo·
dendron Festival, a week of parades, carnivals, flower
shows and special events.
Climate
Due to the protection afforded by the Olympic Moun'
tains, Port Townsend enjoys a generally mild climate with
more than 200 sunny days a year and less than 20 inches
of rainfall.
Culture
Exhibitions of work by local artists and craftspeople are
frequent occurrences in Port Townsend galleries and gift
shops, and several community music, dance, and theatre
groups regularly present performances,
Each summer the Centrum Foundation at Fort Worden
State Park presents its Celebration of American Arts, a
ten,week series of workshops, symposia, and festival
performances with nationally-acclaimed musicians, visual
artists, dancers, and literary figures,

As you may know, the Gi ty of Port 'J'ownsend han entered
into a contract wi t11 the Ghamber of Con!rneree 1'n order
to promote tourism. 'Phis first-ever promotion has been
the responsibility of the Chamber's Tourism Committee,
funded for 19B2 in the amount of $25,000 for promotion
fmd ,'ìc1vertising alone. Under the direction of the
Chmnber's trustees and finance commi ttee a plan was
conceived and executed in an unbelieveably short time.

IPhe County has also collected Hotel-motel revenues
with a balance as of the end of July of $16,247.64

CONTRACT
(Promotion of Tourism)
THIS AGREEMENT, made and entered into this ~.-bf;. da.y ofA.pril,
1982, by and between the CITY OF PORT TOWNSEND, a municipal corporation,
hereinafter called "City," and THE PORT TOWNSI;:ND CHAMBER OF COHjv'¡£RCE,
WITNESSETH:
As a part of the tourism and convention program of the City, THE
PORT TOWNSEND CHAMBER OF CO~1ERCE agrees to provip~ the City between
100,000 and 150,000 brochures describing the City! with its name prominent-
ly thereon, and to distribute said brochures throughQut the State of
Washington and beyond.
As a further part of the tourism and convention program of the City,
The Tourist Affairs Committee of the CHAHBER OF COMHERCE will promote and
advertise the City in a multi-media campaign, including both print (news-
paper and magazine) and television.
The City will make progress payments to THE PORT TOWNSEND CHAMBER OF
CO~~ERCE up to a cumulative total of Fifteen Thousand Dollars ($15,000.00)
based upon adequate proof of performance submitted by THE PORT TOvillSEND
CHAMBER OF COHMERCE in consideration for said performance.
IN WITNESS WHEREOF, the parties, by their authorized agents have

1'1ailing Labels
You will he receiving, under separate cover, approximately
27(000 of the latest mailing labels that were originally
-designe7.1' for mailing lure brochures. Since there has been
many delays in developing the lure brochures in time to be
effective for this current summer season, the department
feels it would be better to allow the regions and their
various chambers to utilize the labels for the purpose of
mailing local hrochures.
Hopefully, you will be able to get to a majority of the
visitors before they leave for our state and can attract
them to your local areas.
..¡, We will not have matching funds for postage for this purpose
as it was designed strictly for the lure brochure.
Nonetheless, we feel this can be helpful to your local
communities.

As you probably know, the legislature has approved Governor Spellman's request
for four and a half million dollars to be allocated to an intensive marketing,
advertising, and prarotiona1 campaign designed to encourage tourism to our
State.
Why is the State of Washington going into debt to advertise the tourist wares
to the public? The State of Oregon found that from a similar conmitIœnt they
had a return of $56 in revenue for every dollar involved. Bill Taylor, Direc-
tor of the State Depart:Iœnt of Comnerce and Economic Developrrent' s Tourism
Corrmittee c1alins that the State's 4.5 million dollar invesbnent will earn a
13-fo1d return of $50 million in tax revenue. "Tourism" he says "will be the
mm1ber one industry in the w::>rld."
The State of Washington considers it necessary to do this in spite of the fact
that they are heavily in debt. The general consensus is that they cannot afford
not to do it. The Port Townsend ChaIt"ber of CoITlfærce is not in debL The
Chamber has the funds, and, because of the comnitIœnt made by the State, are

prorrotion program to encourage those visitors to t'¡¡ashington to visit Port
Townsend too. It is rroney that can be spent now to get now results. Tourism
has become one öf the town's major industries, benefiting every Iæmber of the
Chamber of Corrmerce,and the funds invested are, indeed, an investrrent--creating
familiarity and mul tip1 ying returns each year.
Our aim is to focus on the Puget Sound market, enphasizing on our enviable proxi-
mity which pe:rmits short "inexpensive" travel free vacations, a necessity during
a recession year, and one much publicized by "Super Natural British Columbia"--
a super successful advertising campaign by BC that awoke this State 1Bto the
realization of what a treIœndous return they were denying themselves.
The Tourism Conmittee of the Port Townsend Chamber of Ccmnerce is asking the
Chamber for an investrœnt of an annual $10,000 budget for prOlIDting the corrmuni ty .
We need to convince the city of the Chamber's corrmit:rnent to tourism and its
benefits. Our intent is to seek matching funds from the bed-tax rroney collected
by the city.
$20,000 sounds like a lot of rroney. In fact it is very minlina1 in media terms
and will only reo,¡? the results we project because of the over four million
corrmitted by the State. As Bill Taylor stated "The prcrluct we have in this
State is probably one of the best in North AIœrica.1I We agree--but we have to
prOlIDte our own identity in the State. To be successful, a comnit:rnent must be
made. Media has a two rronth lag tine. A ccmni trœnt now allows for .Tune adver-
tising. People are planning their vacations NCW. t'1e cannot procrastinate.
We would like to show the businesses in tCM1 that we are, working for them. M:>nies
spent on prarotion have a proven record of returns, and soliciting membership
with a proof of such prarotion should be an easy task. We feel every business
will benefit and we trust you will support the e~diture~ proposed.
