HomeMy WebLinkAbout160 82 -'~7r' 'l"G. /1f3 p,,;¿ RESOLUTION NO. 160-82 PROCLAMATION OF EMERGENCY FLOOD DAMAGE IN UPPER HOH RIVER AREA WHEREAS, the Jefferson County Department of Emergency Services has reported to the Board of County Commissioners, beginning December 2, 1982, unusual weather conditions consisting of heavy snowmelt followed by rain have caused a disaster by creating extensive flooding in the Upper Hoh area of Jefferson County; and WHEREAS, extensive damage has taken out approximately 800 feet of County Road No. 216 (Upper Hoh), located 4.5 miles east of S.R. 101, creating loss of essential services including: 1. Access to eleven famalies 2. Mail access 3. Telephone service 4. Underground cable exposed (power) 5. School bus services for eight children 6. Tourist access and WHEREAS, persons and property are and will be damaged unless further efforts are taken to reduce the threat to life and property; and WHEREAS, there is a present emergency which necessitates activation of the Jefferson County Disaster Preparedness Plan and utilization of emer- gency powers granted pursuant to RCW 36.40.180 and RCW 38.52.070(2), now, therefore, BE IT RESOLVED BY THE BOARD OF JEFFERSON COUNTY COMMISSIONERS: SECTION I That it is hereby declared that there is an emergency due to the flooding conditions in Jefferson County; therefore designated departments are authorized to enter into contracts and incur obligations necessary to combat such disaster, protecting the health and safety of persons and property, and providing emergency assistance to the victims of such disaster. SECTION II Each designated department is authorized to exercise the powers vested under Section I of this resolution in the light of the exingencies of; an extreme emergency situation without regard to time consum- ing procedures and formalities prescribed by law (excepting mandatory consitutional requirements).
