"i RESOLUTION NO. 13-81 IJIIlPACT OF INVENTORY PHASE-OUT JEFFERSON COUNTY WHEREAS, the Board of Commissioners, Jefferson County Washington, received information and statistics from the Jefferson County Assessor on January 27, 1981 outlining the impact of the inventory phase-out on the tax- ing districts and property owners within Jefferson County; and WHEREAS, standing timber on State Land (T.B.S.'s) which has been in- c1uded within the definition of inventory represents over 25% of the property tax base within Jefferson County and as much as 87% of the tax base in a particular taxing district; and WHEREAS, phase of said standing timber on State Land will in essence destroy the bonding capacity of School Districts #402 & #20 and will not only destroy the bonding capacity but will necessitate a 42% reduction in the operating budget of Hospital District #1; and WHEREAS, this will result in a 25% tax shift County wide to mostly residential property owners in other taxing districts; and WHEREAS, it is the contention of this Board that losses in revenue of this magnitude will not be offset by the economic stimulus of this 1974 Ac t ( R . C . W. 8 2 . 04 . 44 2) ; and WHEREAS, evidence has been shown that neither the Legislature nor the Department of Revenue, which administers the B & 0 Tax credits under this program were aware the standing timber on State Land would be included within this phase-out at the time the law was passed; and WHEREAS, Jefferson County is unique to any other county within the State as to this situation and we do not believe it was the Legislative intent to impact counties in such a negative degree; now, therefore, VOL 7 fACE 263 Resolution No. 13-81 f? age 2 BE IT RESOLVED, that it is the position of this Board that standing timber on State Land be excepted from the definition of inventory under R.C.W. 82.02.443; and BE IT FURTHER RESOLVED, that this Board shall promote and encourage Legislation which will accomplish this task. .3 day of February, 1981.
