HomeMy WebLinkAbout023 81RESOLUTION NO. 23 -81 HEARING NOTICE BUDGET APPROPRIATION - SUPERIOR COURT BUDGET WHEREAS, the Jefferson County Superior Court Budget for 1981 has insufficient funds in the "Court Reporters" catagory to cover costs incurred through Jefferson County's concurance with Clallam County's COLA agreement with the Teamsters Union; and WHEREAS, Jefferson County's porportionate share of the Court Reporters' salaries need to be adjusted by the amount of $1,374.60, which was not anticipated at the time of preparing the budget for 1981; and WHEREAS, it appears to the Board of Jefferson County Commission- ers that a need and emergency exists as could not have been foreseen or contemplated at the time of making the budget for 1981, and the sum of $1,374.60 is necessary to meet such need and emergency and is,for the best interests of Jefferson County that the appropriation be made; THEREFORE, BE IT RESOLVED, that an emergency is hereby declared, that an appropriation be made for the Jefferson County Superior Court in the amount of $1,374.60 to be used for Court Reporters salaries. BE IT FURTHER RESOLVED, that a public hearing be held on said emergency appropriation and that said hearing be held in the County Commis- sioners' Chambers, Courthouse, Port Townsend, Washington, on the 23rd day of March, 1981, at the hour of 10:30a.m.; and the notice of said hearing be published in the official newspaper of Jefferson County, and that at said hearing any interested taxpayer may appear and be heard for or against the appropriation for such alleged emergency. Z- 1981 for Elected Officials and ) Exempt First Deputies ) The Board of Clallam County Commissioners finds as follows: I. Pursuant to Article X of the Clallam County Home Rule Charter, elected officials and first deputies of elected officials are exempt from the operation of the Clallam County Personnel System, as adopted by C.C.C. Chapter 3.08. II. In the County's agreement with employee bargaining representatives, settlements have been reached for COLA's for 1981, 1982, and 1983. The Board should follow the same pay guidelines for the Elected Officials and exempt employees as for the union members, in accord with past practice on this matter. III. The Teamster COLA's for 1981 allow for a 10 percent salary increase. IV. The Board also instituted a longevity program which will be applied to regular County employees. The Board has decided to award the first deputies exempt from the personnel system the same longevity provisions awarded to Teamster employees, but not to award said longevity provisions to the Elected Officials. The longevity pay will be calculated and awarded in a separate resolution, in March. V. The Board should now adopt by resolution compensation for the Elected Officials and first deputies exempt from the Personnel System, so that the Board's intentions can be effected. NOW, THEREFORE, in consideration of the above Findings of Fact, it is hereby resolved by the BOARD OF CLALLAM COUNTY COMMISSIONERS: 1. The County's Elected Officials and first deputies exempt from the Personnel System shall receive compensation according to the follow- ing terms: a. All of the above shall receive a 10% COLA effective January 1, 1981, above those salaries effective December 31, 1980. b: Longevity shall be awarded to the first deputies who are exempt employees along the same provisions as those granted to Teamster employees; but such longevity pro- visions shall not be awarded to the Elected Officials. This shall be specified in dollar terms through a separate resolution to be passed in March. c. COLA increases for the Elected Officials and first deputies exempt from the Personnel System shall be calculated in 1982 and 1983 in exact accord with the COLA increases specified for Teamster members, as set forth in Exhibit "C ", Section "3 B, C" of the County's agreement with the Teamsters. 2. In accord with the Provisions set out above, 1981 salaries for the following officials and exempt employees shall be as follows, for 1981. These exempted employees shall be entitled to those fringe benefits as are provided to bargaining unit employees of Clallam County. 4. These exempted employees shall not be members of the Clallam County Personnel System, and shall not be entitled to any of the rights conferred by that Personnel System upon other employees and shall not be members of any bargaining unit. 5.
