RESOLUTION NO. 61-81
(Establishing County Road Improvement District No.1)
In accordance with RCW 36.88.060, the Board of Jefferson County
Commissioners hereby finds:
(1) Pursuant to Resolution No. 63-78 and Notice of Aè1.option
of Reso1utuion of Intention to Form Road Improvement District No. 1
in Jefferson County, a hearing was held before the Board of Jefferson
County Commissioners on September 5, 1978, at 10:30 a.m., in the
Commissioner's office, first floor, Jefferson County Courthouse,
Port Townsend, Washington, on all matters relating to the proposed
Road Improvement District.
(2) The plan of improvement or construction (the regrading,
ballasting and surfacing [with light bituminous treatment] to bring
the roadway to county road standards) as set out in Resolution 63-78
is feasible and the benefits to be derived therefrom by the property
within the proposed district, together with any county road fund
participation exceed the cost and expense of the formation of the
proposed district and the contemplated construction and improvement.
Having made the above findings, the Board of Jefferson County
Commissioners:

Establishes Jefferson County Road Improvement District
Order the regrading, ballasting and surfacing (with light
bituminous treatment) to bring the roadway located within the district
boundaries, as shown on Exhibit "A" to Resolution 63-78, to county
road standards.
(3) Establish the boundaries of Jefferson County Road Improve-
ment District No. 1 as follows:
ALL OF GOV. LOTS 3,4,5,6,7; AND 8, EXCEPT
THE E. 135' OF THE N. 652' OF GOV. LOT 8,
AND THE S. 60' OF GOV. LOT 8 LYING EASTERLY
OF A LINE BETWEEN THE S. W. CORNER OF TAX
LOT 81 AND THE S.E. CORNER OF TAX LOT 4.
ALL SITUATED IN SEC. 32, T. 30N, 'R. 1E.W.M.

(4) Orders that assessment be based upon the following method:
(a) Fifty percent (50%) of the expense of the improve-
ment shall be shared equa1.ly by each parcel of property with-
in the district; and
(b) Fifty percent (50%) of the expense of the improve-
ment shall be assessed to each parcel of property within
the district based on its proportionate valuation of the
land compared with the total land valuation for all par-
ce1s of property within the district (assessor's valuation
shall be used).
(5) Declares the total estimated cost of the proposed improve-
ment at approximately one hundred fifty-seven thousand dollars
($157,000.00). The total cost to be borne by assessment against the
property owners within the Road Improvement District is one hundred
thirty thousand seven hundred ninety dollars ($130,790.00). The
estimated amount of the cost of the road improvement to be borne by
the individual owner of each parcel of property is set out on
Exhibit 1, attached hereto; the amount shown on Exhibit 1 includes
construction, engineering, mailing and publishing costs, as well as
any other expenses incurred by the county in relation to the district
which by law are to be included in the expense of the district.
(6) Creates a fund of the county to be known as Road Improve-
ment District No. 1 Fund, into which fund there will be paid all
assessments collected in said district as and when directed by the
resolution confirming said assessments and the assessment roll
therefor. The assessments are to be paid in cash or twenty annual
installments. Interest of Twelve percent (12%) will be charged on
all unpaid balances, and Twelve percent (12%) penalty on the unpaid
principal and interest will be charged for all late payments.
All property owners within the district may pay their total
assessment without any penalty or interest within thirty (30) days
after notice that the assessment is due.

(7) Directs the County Engineer to establish the Road Improve-
ment District No. 1 Fund by a contribution from the Jefferson County
Road Fund of twenty-six thousand two hundred ten dollars ($26,210.00).

(8) Finds that ballots representingone hundred (Iov parcels of
property within the district were cast. The results of balloting
are as follows: "Shall Jefferson County Road Improvement District
No. 1 be formed?"
