RESOLUTION NO. 70-81
ESTABLISHING COUNTY ROAD IMPROVEMENT DISTRICT NO. 2
SENTINEL FIRS ROAD
In accordance with RCW 36.88.060, the Board of Jefferson County
Commissioners hereby finds:
(1) Pursuant to Resolution No. 84-78 and Notice of Adoption of
Resolution of Intent to Form Road Improvement District No. 2 in Jefferson
County, a hearing was held before the Board of Jefferson County Commission-
ers on November 20, 1978, at 10:30a.m., in the Commissioners' Chambers,
first floor, Jefferson County Courthouse, Port Townsend, Washington, on all
matters relating to the proposed Road Improvement District.
(2) The plan of improvement or construction (the regrading,
ballasting and surfacing [with asphalt concrete paving] and realignment to
bring the roadway to county road standards) as set out in Resolution No.
84-78 is feasible and the benefits to be derived therefrom by the property
within the proposed district exceed the cost and expense of the formation
of the proposed district and the contemplated construction and improvement.
Having made the above findings, the Board of Jefferson County
Commissioners:
(1) Establishes Jefferson County Road Improvement District
No.2.
(2) Order the regrading, ballasting and surfacing (with asphalt
concrete paving) and realignment to bring the roadway located within the
district boundaries, desèribedon Exhibit "A" attached, to county road
standards.
(3) Establish the boundaries of Jefferson County Road Improve-
ment District No. 2 as follows:
The Southeast Quarter of the Southeast
Quarter, lying Westerly of Oak Bay-Mats
Mats County Road in Section 19, Township
29 North, Range 1 East, W.M.

(4) Orders that assessment be based upon the following methoq:

(a) One hundred percent (100%) of the expense of the
improvement shall be shared equally by each parcel of property within the
district.
(5) Declares the total estimated cost of the proposed improve-

ment at approximately sixty-three thousand dollars ($63,000.00). The tdta1
cost to be borne by assessment against the property owners within the Rqad
Improvement District. The estimated cost of the road improvement to be i
borne by the individual owner of each parcel of property is $692.00, which
includes construction, engineering, mailing and publishing costs, as well
as any other expenses incurred by the county in relation to the distric~,
which,by law are to be included in the expense of the district.
(6) Creates a ·fund of the county to be known as Road Improve";
ment District No. 2 Fund, into which fund there will be paid all assess:
ments collected in said district as and when directed by the resolution
confirming said assessments and the assessment ru11 therefore. The assess-
ments are to be paid in cash or twenty annual installments. Interest of a
maxium of Twelve percent (12%) will be charged on all unpaid balances, and
Twelve percent (12%) penalty on the unpaid principal and interest will :be
charged ;Çor all late payments.
All property owners within the district may pay their total
assessment without any penalty or interest within thirty (30) days afte1i
notice that the assessment is due.
(7) Finds that ballots representing ninety-one (91) parcels Óf
property within the district were cast. Twenty-nine ballots representing
ninety-one parcels were mailed. The results of balloting are as fo11ow$:

The Grantor also grants to Jefferson County the 'right to construct and maintain necessary cut and fill
slopes, culverts, special ditches, and appurtenances where the same may extend beyond the limits of the land
hereby conveyed, on lands now owned by the Grantor~adjacent to road.
