CERTIFICATION OF ASSESSMENT ROLL TO COUNTY TREASURER
GRIFFITH POINT ROAD IMPROVEMENT DISTRICT NO. 1
WHEREAS, the Board of Jefferson County Commissioners adopted
Resolution No. 79 -81, on the 27th day of July, 1981, confirming the Final
Assessment Roll for Griffith Point Road Improvement District No. 1, pursuant
to RCW 36.88.909, .110 and .140, attached as "Exhibit A "; and
WHEREAS, all assessments against R.I.D. No.l are to be levied
and collected by the County Treasurer and credited to a special fund to be
used for the expenses incurred in the formation of said R.I.D. No. 1; now,
therefore,
BE IT RESOLVED, that the Assessment Roll for Griffith Point Road
Improvement District No. 1 is hereby certified to the County Treasurer as
per attached "Exhibit B ".
BE IT FURTHER RESOLVED, that the County Treasurer be, and she is
hereby directed to create a fund to be known as "Road Improvement District
No. 1 ", into which ,fund will be paid all assessments collected as specified
in Resolution No. 61 -81, Establishing County Road Improvement District No. 1,
and as per attached "Exhibit C ".

CONFIRMING JEFFERSON COUNTY ROAD IMPROVEMENT DISTRICT NO. 1
ASSESSMENT ROLL
WHEREAS, a hearing on the assessment roll for Jefferson County
Road Improvement District No. 1 was held on the 13th day of July, 1981,
and
WHEREAS, the Board of Jefferson County Commissioners considered
all objections to the said assessment roll and made any changes and adjust-
ments which were deemed appropriate; and
WHEREAS, it appears to the Board of Jefferson County Commissioners
that the assessment roll is just and equitable; now, therefore,
IT IS HEREBY RESOLVED:
That the assessment roll for Jefferson County Road Improvement
District No. 1 be, and it is hereby, confirmed in the form and manner as
set out in Exhibit 1, a copy of the said assessment roll.

RESOLUTION NO. 61 -81
(Establishing County Road Improvement District No. 1)
In accordance with RCW 36.88.060, the Board of Jefferson County
Commissioners hereby finds:
(1) Pursuant to Resolution No. 63 -78 and Notice of Adoption
of Resolutuion of Intention to Form Road Improvement District No. 1
in Jefferson County, a hearing was held before the Board of Jefferson
County Commissioners on September 5, 1978, at 10:30 a.m., in the
Commissioner's office, first floor, Jefferson County Courthouse,
Port Townsend, Washington, on all matters relating to the proposed
Road Improvement District.
(2) The plan of improvement or construction (the regrading,
ballasting and surfacing [with light bituminous treatment] to bring
the roadway to county road standards) as set out in Resolution 63 -78
is feasible and the benefits to be derived therefrom by the property
within the proposed district, together with any county road fund
participation exceed the cost and expense of the formation of the
proposed district and the contemplated construction and improvement.
Having made the above findings, the Board of Jefferson County
Commissioners:
(1) Establishes Jefferson County Road Improvement District
No. 1.
(2) Order the regrading, ballasting and surfacing (with light
bitumincus treatment) to bring the roadway located within the district
boundaries, as shown on Exhibit "A" to Resolution 63 -78, to county
road standards.
(3) Establish the boundaries of Jefferson. County Road Improve-
ment District No. 1 as follows:
ALL OF GOV. LOTS 3,4,.5,6,7, AND 8, EXCEPT
THE E. 135' OF THE N. 652' OF GOV. LOT 8,
AND THE S. 60' OF GOV. LOT 8 LYING EASTERLY
OF A LINE BETWEEN THE S.W. CORNER OF TAX
LOT 81 AND THE S.E. CORNER OF TAX LOT 4.
ALL SITUATED IN SEC. 32, T. 30N,'R. 1E.W.M.

(4) Orders that assessment be based upon the following method:
(a) Fifty percent (508) of the expense of the improve -
ment.shall be shared equally by each parcel of property with-
in the district; and
(b) Fifty percent (508) of the expense of the improve-
ment shall be assessed to each parcel of property within
the district based on its proportionate valuation of the
land compared with the total land valuation for.all par-
cels of property within the district (assessor's valuation
shall be used).
(5) Declares the total estimated cost of the proposed improve-
ment at approximately one hundred fifty -seven thousand dollars
($157,000.00). The total cost to be borne by assessment against the
property owners within the Road Improvement District is one hundred
thirty thousand seven hundred ninety dollars ($130,790.00). The
estimated amount of the cost of the road improvement to be borne by
the individual owner of each parcel of property is set out on
Exhibit 1, attached hereto; the amount shown on Exhibit l includes
construction, engineering, mailing and publishing costs, as well as
any other expenses incurred by the county in relation to the district
which by law are to be included in the expense of the district.
(6) Creates a fund of the county to be known as Road Improve-
ment District No. 1 Fund, into which fund there will.be paid all
assessments collected in said.district as and when directed by the
resolution confirming said assessments and the assessment roll
therefor. The assessments are to be paid in cash or twenty annual
installments. Interest of Twelve percent (128) will be charged on
all unpaid balances, and Twelve percent (128) penalty on the unpaid
principal and interest will be charged for all late payments.
All property owners within the district may pay their total
assessment without any penalty or interest within thirty (30) days
after notice that the assessment is due.

(7) Directs the County Engineer to establish the Road Improve=
ment District No. 1 Fund by a contribution from the Jefferson County
Road Fund of twenty -six thousand two hundred ten dollars ($26, 210.00).

(8) Finds that ballots representingone hundred ;(102) parcels of
property within the district were cast. The results of balloting
are as follows: "Shall Jefferson County Road Improvement District
No. 1 be formed ?"
