RESOLUTION NO, 85-81
RELATING TO OUTDOOR ADVERTISING, SIGNS, AND BILLBOARDS
WHEREAS, the Jefferson County Board of Commissioners are charged with promoting
the health, safety, and general welfare of the citizens of Jefferson County; and
WHEREAS, the board of commissioners adopted the Jefferson County Comprehensive
Plan as a statement of policy in the execution of their duties and responsibilities;
and
WHEREAS, the comprehensive plan specifically addresses signs, billboards, and
outdoor advertising; and
WHEREAS, Chapter 47.142 Revised Code of Washington (R,C,W,) pertains to the
controlling of advertising signs along the state highway system; and
WHEREAS, for local governments to supercede the provisions of Chapter 47-42~
R,C,W" the governmental unit must prohibit signing by statute, resolution, or ordin-
ance (reference Chapter 47,42,048 R,C,W,); and
WHEREAS, Jefferson County has not adopted any signing control, other than that
found in the comprehensive plan.
NOW, THEREFORE, BE IT RESOLVED that off-premise outdoor advertising signs sub-
ject to Chapter 47.42 R.C,W. shall not be constructed within the jurisdictional bound-
aries of the unincorporated area of Jefferson County without the expressed written
permission of the Jefferson County Board of Commissioners; and
BE IT FURTHER RESOLVED that the permission shall be withheld until the board of
commissioners has inquired into:
1. The size, location, illumination, and intent of the signing; and
2, The signs compliance with the provisions of the comprehensive plan; and
3. Any other matter deemed necessary and appropriate; and
BE IT FURTHER RESOLVED that this resolution pertains only to outdoor advertising
signs that direct attention to a business, commodity, service, or entertainment con-
ducted, sold, or offered at a location other ~~~Athe premise where the sign is located.

and the road to Chimalcum.

now Ln progress, of the large bLllboard on HLway 20 and the ALrport
Cut-Off Road.
Our maLn objectLon Ls that we fLnd Lt aesthetLcally offensLve.
We fear that Lt may set a precedent leadLng to yet more and perhaps
even larger sLgns throughout Jefferson County.
We are sure that all the local resLdents know the locatLon of
all banks, buLsnesses etc. Ln thLs area. To acquaLnt a few vacatLoners
and transLents of the locatLon of these servLces does not seem to
us of enough Lmportance to force the permanent resLdents to look at
these large offensLve sLgns each day as we drLve to and from town.

Dear Sirs;
As I was unable to attend the Commissioners meeting scheduled for
Monday, I wish to take your time by this letter to advise you of my
concern regarding the billboard recently situated at the airport cut-off.
I feel the billboard is unsafe, unsightly and unneccessary.
The structure is placed at a location where drivers need to be
especially alert to read directional signs and watch for cross traffic.
The billboard attracts the eye and diverts the drivers attention. The
airport cut-off intersection is unusual in this part of the county for
its complexity and the likelihood of drivers being confused. Paired with
the billboard, which is unique for this part of the county also, the
probability of accidents must be greatly increased. The location and
size of the structure makes it unsafe.
The billboard disrupts one of the most spectacular scenic views of
the area: the long view thro~gh an extended avenue of trees to Mount
Rainer. It is unsightly
In small communities we trade off having a wide selection of businesses
for the security of being acquainted with every business. The successful,
effective businesses in this area need to advertise themselves through
the community grapevine and other low key methods. A billboard is a type
of advertising that is ineffective. It is unneccesary.
I am contacting the billboard advertiser and the owner of the structure
to voice my concerns also. Please use your influence to have the structure
removed.
