RESOLUTION NO. 102-81 (RESOLUTION PLACING ON NOVEMBER 3, 1981 BALLOT THE ISSUE OF LEVYING AN EXCISE TAX FOR THE PURPOSE OF PROVIDING FUNDS FOR IMPLEMENTATION OF A COUNTY- WIDE 911 EMERGENCY TELEPHONE SYSTEM.) ~vHEREAS : (1) Jefferson County residents currently must dial one of nine or more seven-digit numbers when fire, police or emergency medical help is needed. This has resulted in confusion, inefficiency and lost time. The result can be the loss of life, health and/or property. (2) The technology now exists to provide Jefferson County with immediate access to emergency services. The 911 telephone system eliminates the need for calling different te1e- phone numbers for different emergency services. The 911 system provides a single three-digit number connection to all emergency services. (3) The 911 system has proven effective in various other areas around the State of Washington, but sufficient funds are not available with which to implement the system in Jefferson County. Recognizing the need for countywide emergency service communications systems and the fact that funds are often not avai1- able, the Washington State Legislature has authorized counties to levy an excise tax, not exceeding fifty cents ($.50) per month, on the use of telephone access lines. (4) The law requires that the question of whether the county may levy such an excise tax on telephone access lines be submitted to the electors of the county for their approval or rejection. The conditions set forth above create an emergency which requires that the question be submitted at a special election. NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS: That the question of whether the county shall impose an excise tax on telephone access lines for the purpose of funding a 911 emergency communication system be submitted to the voters of Jefferson County at a special election to be held November 3, 1981. " '" Resoluti.on No. 102-81 Page 2 .. þ IT IS FURTHER RESOLVED, that the proposition shall be submitted to the voters in the following form: PROPOSITION EMERGENCY TELEPHONE SYSTEM EXCISE TAX Shall Jefferson County, for the purpose of providing funds to pay for the implementation and operation of a 911 county-wide emergency telephone system, impose an excise tax on the use of all telephone access lines in an arrount not to exceed fifty cents ($.50) per month for each telephone access line, all as more specifi- cally provided in Chapter 160, Laws of 1981? Tax, YES. . . . . . . . . . . . . . . [ ] - Tax, NO . . . . . . . . . . . . . . . [ ] - IT IS FURTHER RESOLVED, that the Clerk of the Board shall deliver to the Jefferson County Auditor a true copy of this resolution at least forty-five (45) days prior to the date of the election provided for herein.
