HomeMy WebLinkAbout162 81RESOLUTION NO. 162 -81 CONTRACT EXTENSION IFMS DATA PROCESSING SYSTEM WHEREAS, the Board of Jefferson County Commissioners entered into contract, on the 24th day of November, 1980, by and between Gerald H. Barschdorf, of OMEGA Systems and Jefferson County, to provide for the con- sultation and management for the implementation of the IFMS Data Processing System which has been acquired by the said County; and WHEREAS, due to extensive problems with IFMS that made it unaccept- able as a budgetary system for Jefferson County, and the initial unwilling- ness of NCR to accept responsibility for correcting the problems, Barschdorf has been unable to meet his committment to an implementation time table; NOW, THEREFORE, BE IT RESOLVED, by the Board of Jefferson County Commissioners, that the contract for Gerald H. Barschdorf of OMEGA Systems to serve as Implementation Manager for the IFMS Data Processing System for Jefferson County is hereby extended for a period of six (6) months to allow for the completion of phase 2, 3 and 4 of said System. BE IT FURTHER RESOLVED, that Jefferson County shall pay Barschdorf an additional $10,000.00 for his services to a new maximum of $26,000.00. The maximum amount allowed for reimbursement of expenses by the County to Barschdorf shall be increased to $3,000.00. APPROVED this 29th day of December, 1981. Mercer, Member 7 j,g 3641 ra REQUEST FOR CONTRACT EXTENSION This request is made by Gerald H. Barschdorf, d /b /a OMEGA SYSTEMS of Lacey, Washington. Tam seeking an extension to our contract dated November 24, 1980. I am still committed to provide whatever actions are necessary to bring this project, the implementation of IFMS, to a successful completion. However, do to circumstances beyond my control, I have been unable to meet my committment to an implementation time table. These circumstances are 1) extensive problems with IFMS that made it unacceptable` as a budgetary system for Jefferson County, and 2) the initial unwillingness of NCR to accept responsibility for correcting the problems. More than nine months transpired before we were able to obtain a committment from NCR as to the enhancements and revisions they would provide and a schedule for their comp- letion. Most of my time was utilized identifying the various problems, and negotiating with NCR to obtain their committment. This delay has also resulted in considerable redundancy, because much of the initial work had to be redone once it was determined that we would use anew version of IMFS. Since reaching an agreement with NCR, I have worked many hours explaining the required changes to NCR analysts, testing the new or revised programs, and implementing these new programs. I expect that this process will be required for all phases of enhancements. Phase 1 is completed; phase 2, 3, and 4 are yet to be done. For the above stated reasons, I am requesting an extension of six months to our original contract. I am also requesting that the maximum amount to be paid for my services be increased by $10,000.00 to a new maximum of $26,000.00. I am also requesting that the maximum amount allowed for expenses be increased by $500.00 to a new maximum of $3,000.00. I am not seeking, at this time, any change in my hourly rate or mileage charge. Gerald H. We are presently in the process of parallel testing for the month of November. We have selected the Current Expense Fund to parallel test. We entered the balances (expenditures, revenue and general ledger) as of November 1, 1981. We are now processing all activity for the month of November. Once this has been completed, we will validate the balances on IFMS to those of the present systems. This Parallel Processing is providing a complete test of the programs, a familiarization of all the functions for the operators, and an identification of problems that must be resolved prior to our January 1, 1982 production start -up. I expect to complete the testing by mid December. At that time we will begin input of the 1982 buget. The enhancements and revisions that were committed to by NCR have been started. The Phase d items have been comp- leted, and except for a small problem are working well. Phase 2 has been started, but is considerably behind schedule (10/31/81). I am expecting these items at anytime now. Phase 3 is due December 31, 1981 but has not yet been started. I believe that we will have to press NCR to improve their performance.
