RESOLUTION NO. 140-80
BUDGET TRANSFER - PLANNING DEPARTMENT
WHEREAS, there is a need to adjust the 1980 Budget of Expenditures
for the Planning Department to provide monies for consulting services per-
formed for research, analysis, and reporting of the Northern Tier and Trans
Mountain oil pipeline proposals as they pertain to Jefferson County as per
the agreement dated August 12, 1980; and
WHEREAS, due to there being sufficient funds in the "Other Services
And Charges" section of the said budget to permit the essential adjustment;
THEREFORE, BE IT RESOLVED, by the Board of Jefferson County Commis-
sioners, that the Auditor be, and she is hereby authorized to make the follow-
ing transfer:

Gentlemen:
Please be advised that after a thorough examination of my current
budget it appears that an adjustment should be made within the
106 Budget of Expenditures for this department. Due to there
being sufficient funds in other accounts within the budget of the
department to permit the necessary adjustment(s), I hereby request

PERSONAL SERVICES CONTRACT
This contract is entered into this 21st day of July. 1980. by and between
JEFFERSON COUNTY. hereinafter referred to as the COUNTY. acting by ~nd through
its duly elected officials, and RACHEL NATHANSON, hereinafter referred to as
NATHANSON.
WHEREAS. the Jefferson County Planning Department requires assistance in
the research, analyzing, and reporting on the Northern Tier Company and Trans-
-Mounta i n Company pi pe 1 i ne proposals. as they perta,i n to Jefferson County; and
WHEREAS. NATHANSON represents that she has the background. experience,
training. and skills necessary to provide such assistance.

NOW. THEREFORE. IT IS AGREED, between the COUNTY and NATHANSON that:
1. The work to be performed by NATHANSON shall be performed by her as an
independent contractor and she shall not be an employee of the COUNTY.
2. NATHANSON shall research. analyze. and report on the Northern Tier and
Trans-Mountain pipeline proposals as assigned by the Director of the
Jefferson County Planning Department.
3. NATHANSON shall keep a complete record of all time spent in perfol'll1ing
said work under this contract.

The COUN all reimburse NATHANSON for all direct project-related expenses
for which receipts are provided and for mileage for use of her personal
automobile, when directly related to this contract.
6. No portion of this contract shall be subcontracted without written
