~VHEREAS, it has been deter~~hed by the Board of Jefferson County

Commissioners that the followingbJdgets have insufficient funds to main-

tain themselves for the year 1978 due to emergencies which could not have
been foreseen at the time of preparing the budgets; and
WHEREAS, a hearing date was set for this date for said emergency
local newspaper as required by law; therefore
appropriations and notice of said hearing was published for one week in the
