RESOLUTION NO. 84-79 1979
RESOLUTION FOR JUVENILE PROBATION SERVICES
The Board of Cou~ty Commissioners of Jefferson County, State
of Washington, believe there is a need for a special supportive program
in the Juvenile Probation Department in the administration of probation
services for the delinquent and incorrigible juveniles in Jefferson
County and that funds for such a program have been provided by
RCW 13.06.030, entitled, "Probation Services' -- Alternative Program";
from January 1, 1980 to December 31, 1980.
BE IT THEREFORE RESOLVED that pursuant to administrative
Order No. 7 of the Bureau of Juvenile Rehabilitation, the Board intends
to implement an Alternative Supervision Program in this County; make
application for funds available under the Probation Subsidy Bill with
the approval of G.B. Chamberlin, Judge of the Superior Court and Tyler
C. Moffett, Judge of the Superior Court; designates Dorothy Cadwell,
Director of Juvenile Court Services, Jefferson County, Washington, to
coordinate planning, certification and the making and submission of
claims for reimbursement from the Bureau of Juvenile Rehabilitation.

ALTERNATIVE SUPERVISION PROGRAM PROPOSAL

1. ELIGIBILITY POOL
All delinquent referrals to Juvenile Court from all sources will be
considered regardless of sex, race, color, creed or national origin.
All children between the ages of 8-18 manifesting serious anti-
social behavior will be considered from admission to this prograUl.
11. CASE SELECTION
Selected children will be admitted only after a case conference which
shall include the following personnel~

Admission will be made upon the recon~endation and mutural agreement
, that the specific needs of a particular probationer would ben@fit
by this program. The Probation Counselor will be responsib1efo,r, a.
maximum caseload of. thirty delinquent and/or incorrigible boys~ncl
girls. .

A. Diagnosis
Matching cases to services will be made only after all
information regarding economic, educational, family and all the
possible lay and progfessional sources within the community
consented.

IV. PSYCHIATRIC CONSULTATION AND PSYClIUUHJ leAL SERVICES
A. Psychiatric Services will be cunducted for the purposes of
diagnosis and as treatment when necessary,.
B. Psychological Services will be prov idc'd through the Clallam
County Mental Health Center and any other psychological
services that may be available.

D. FamilyCounselling
1. These services will be used when and where available to
the needs of the cases.
E. Recreational Program
1. Utilization of all existing private and public facilities
is anticipated on an individual as well as a group basis
when and where appropriate.
2. Special consideration will be given to improving the
present Court sponsored outdoor camping program as is
outlined.
The purpose of this proposal is to describe and explain the intent and
ideas behind one of the subsidary programs recently initiated by the
Jefferson County Juvenile Court. This program is referred to as, a camp....
ing program; an activity which enablesa probation counselor and several
of his probationers to embark on a two or three day trek into the Olympic
backcountry. " ,
The intent and goals of the program are two-fold. The most important
objectives are to provide an opportunity for some of the youth who have
only failure to their lives to experience a meaningful accomplishment.
This type or kind of success the individual may find will vary from
building a campfire to preparing a meal for four or five people. The
feeling of successfully completing a hike through rough terrain can be
termed a success for younsters who have never been exposed to thi.s kind
of activity.
F. Clothing and General Emergency Services
1. Clothing will be provided for emergency purposes when
needed to benefit the probationers' work and school. etc.
2. Emergency Cash Fund

a. When needed, funds for bus fare, haircut, lunch money.
etc., will be provided.
V. ADMINISTRATIVE CONTROLS
The staff will meet weekly in a regular session for general overall
evaluation of programs and probationers' responses to the services.
In addition, weekly sessions with Supervisor and Probation
will be held for specific cases and program consideration will
planned.
VI. CASE TERMINATION FROM THE UNIT

A. Staff agreement by all evaluation means will result in a transfer
out pf Fhe alternative supervision program all probationers Who
have: . ,
1. Benefited to the maximum.
2. Been able to adjust to service practices.
3. Progressed to the point that removal would not be
detrimental and the position could be filled with a more
critical case.
4. Reach a point at which probation could be terminated.

VII. UNIT PERSONNEL
The unit consists of:
A. County Administration Offici,
B. One Probation Counselor
1. Minimum of four years Probation Counselor and caseload
experience.
VIII. UNIT PHASING-IN PLAN
Jefferson County has participated in a special supervisory program
since July 1, 1971. This program has averaged thirty cases assigned
to it. If this alternative program is accepted, the program will
assume the cases presently set up for those probationers assigned.

X. STATEMENT OF ASSURANCE
The following statement of assurance is hereby made by Dorothy
Cadwell, Director of Juvenile Court Services, Jefferson County,
Port Townsend, Washington, in and for the County of Jefferson. The
Jefferson County Juvenile Probation Department hereby assures the
Washington State Department of Social and Health Services, Bureau of
Juvenile Rehabilitation that all facilities and services described in
the attached application for special funds will be available to
probationers in the alternative supervision program wherein the
judgement of the Probation Counselors and the supervision of such
facilities or, services are reasonably essentia11to achieve
rehabilitation.
Jefferson County further assures the State Department of Social and
Health Services, Bureau of Juvenile Rehabilitation that it will not
in 'the operation and administration of the program and services of
the County alternative supervision program, refuse or deny qdmission
to employment or otherwise deny participation in such program on the
basis of race, creed, color or national origin.
