RESOLUTION NO. 33- 7 g
A RESOLUTION ADOPTING THE MID-QUIMPER PENINSULA WASTE-
WATER FACILITIES PLAN AND ALTERNATIVE NO. 4
WHEREAS, Jefferson County entered into contract dated June 7, 1976,
with ENCON, Planning/Surveying/Municipal/Environmental and Management Con-
sultants, for the preparation of a Wastewater Facilities Plan for the Mid-
Quimper Peninsula area of Jefferson County; and
WHEREAS, pursuant to said contract, ENCON has completed the Mid-
Quimper Peninsula Wastewater Facility Plan concluding Phase I of the three
step process leading to the construction of a municipal wastewater
facility; and
WHEREAS, The Board of Jefferson County Commissioners held a formal
public hearing on the Mid-Quirnper Peninsula facility plan on May 18, 1977
at the Courthouse in Port Townsend, at which time four alternatives for
treatment and disposal of the wastewater was reviewed and the citizens in
attendance voted in favor of Alternative No.4, to pump CapeGeorge's
wastewater to the Port Townsend sewer system for treatment and disposal
at the city's treatment plant; and
WHEREAS, the City of Port Townsend, at the regular City Council
meeting of April 18, 1978, approved and accepted said Alternative No.4,
and the Cape George Colony Club Board of Trustees has indicated to the
Board of Jefferson County Commissioners its approval of Alternative No.4;
THEREFORE, BE IT RESOLVED, that the Board of Commissioners,
Jefferson County, Washington, hereby adopts the Mid-Quimper Peninsula
Wastewater Facility Plan, as prepared by ENCON Corporation, and Alternative
NO.4, to pump the wastewater from Cape George to the Port Townsend sewer
SEAL:
for treatment and disposal at the city's treatment plant.

Gentlemen,
At their regular meeting April 18, 1978, the Port Townsend City
Council resolved to allow sewage from the Cape George Colony to be
processed at the Port Townsend Treatment Plant if a local improvement
district is established to construct the transmission line provided that
the plant has sufficient capacity, that the infiltration of storm drainage
is eliminated from the system, and that the transmission line is made
available for use by the City residents once it enters the City limits.

Dear Mr. Brown:
On behalf of the Board of Trustees and the members
of Cape George Colony Club, I wish to thank you for and
oongratulate you on your reoentnegotiatlons whioh oul-
minated, on April 18, in the unanimous approval by the
Port Townsend City Counoil of the plan (Enoon's Plan 4)
to pump Cape George sewage to the treatment faoilities
in :Port Townsend.
It is our hope that with this agreement Plan 4, as
desoribed in Enoon Coporation's finaldl"aft of the Mid-
Q,uimper Peninsula Waste Water Faoility Plan (July 1977),
oan be advanoed to the design stage with State and
Federal Funding. This plan was unanimously approved by
our members attending the publio hearing on May 18, 1977.
