RESOLUTION NO. r;3 ~ 78
WHEREAS, Public Law 93-641 calls for a partnership among
consumers and providers of health care and local elected officials
to provide effective health planning programs; and
WHEREAS, a number of local elected officials in Health Service
Area #1 in Northwest Washington, have determined that the extent of
local government involvement in health planning is less than adequate;
and
WHEREAS, the HSA Alternatives Study conducted by the puget
Sound Council of Governments, in cooperation with the Northwest
Regional Council, the ten counties and two major cities in Health
Service Area #1 and the puget Sound Health Systems Agency (PSHSA),
identified as the two major problems with the health planning
process in this area: (1) lack of public accountability; and
(2) inadequate coordination of health planning with other areas
of planning; and
WHEREAS, representatives of local governments and the PSHSA,
following extensive negotiation, signed the attached agreement
which proposes several changes in the structural organi~ation and
operational procedures of the PSHSA in order to provide a more
responsible role for local governments in the health planning
process, increase public accountability in the PSHSA's decision-
making activities, and promote comprehensive planning in which
health planning is conducted in coordination with land use, trans-
portation, housing, and environmental planning activities;
NOW THEREFORE BE IT RESOLVED THAT the Board of Jefferson County
Commissioners:
1. endorses the attached agreement signed by representatives of
local governments and of the puget Sound Health Systems Agency, dated
April 27, 1978;
2. encourages immediate steps by local government and PSHSA
staff to develop the proposed changes in greater detail and draft the
necessary revisions to the PSHSA's bylaws; and
3. recommends implementation of the changes at the earliest
possible date.
PASSED by the Board of Jefferson County Commissioners on the
19th day of June, 1978.
