RESOLUTION NO. 63-78
In accordance with RCW 36.88.030 the Jefferson County
Board of Commissioners hereby declares its intention to form a
Road Improvement District. The said Road Improvement District
would provide for certain improvements to that road, generally known
as the Griffith Point Road, which is shown on the attached Exhibit "A."
This announced intention of the Board of County Commissioners to
establish a Road Improvement District is premised on an understanding
that the said Griffith Point Road, which is not now a county road,
shall become a county road and a part of the county road system if,
and only if, the Road Improvement District is simultaneously
established. Now, Therefore,
BE IT HEREBY RESOLVED:
(1) It is the intention of the Board of County Commissioners
of Jefferson County, Washington, to order the improvement of that
roadway generally known as the Griffith Point Road, as shown on
Exhibit "A." The improvement will be the regrading, ballasting,
and surfacing (with light bituminous treatment) to bring the said
roadway to county standards.
(2) The proposed Road Improvement District will be desig~
nated as Jefferson County Road Improvement District No.1. The
district boundaries are shown on the attached Exhibit "B" and the
legal description of the proposed district is also set out on the
said Exhibit "B."
(3) The estimated cost and expense of a Road Improvement
District is $118,900.00. The property located within the boundaries
of the proposed Road Improvement District shall pay one hundred
percent (100%) of the cost and expense of the designated improvements.
(4) All owners of property within the proposed Road
Improvement District shall be notified of a public hearing before
the Board of County Commissioners to be held in the Commissioners'
Office in the Jefferson County Courthouse, Port Townsend, Washington,

at 10:30 A.M. on September 5, 1978. This public hearing has been
set for hearing on all matters related to the proposed Road Improve-
ment District, including the method of assessment.
(5) The County Engineer is hereby directed to submit to
the Board of County Commissioners at or prior to the date fixed for
such hearing a diagram or print showing thereon the lots, tracts
and parcels of land and other property which will be specifically
benefited by the proposed Road Improvement District and also showing
the estimated amount of the cost and expense of such improvements to
be borne by each lot, tract or parcel of land or other property,
depending upon the method of assessment which the Board wishes to
consider at the public hearing, ~nd also designating on the said
diagram or print all property which is being purchased under contract
from the county.
(6) Notice of this Resolution of Intention shall be
published in at least two consecutive issues of a newspaper of general
circulation in Jefferson County with the date of first publication
to be at least fifteen (15) days prior to the date fixed for hearing
as set out above in Paragraph (4).
Also, notice of the adoption of the Resolution of
Intention to form a Road Improvement District shall be given each
owner or reputed owner of any property located within the proposed
Road Improvement District by mailing notice to the indicated owner,
as shown on the County Treasurer's records, at least fifteen days
prior to the date of public hearing.
