JUVENILE PROBATION SERVICES The Board of County Commissioners of Jefferson County, State of Washington, believe there is a need for a special supportive program in the Juvenile Probation Department in the administration of probation services for the delinquent and incorrigible juveniles\in Jefferson County and that funds for such a program have been provided by RCW 13.06.030, entitled, "Probation Services--Alternative Program"; from January I, 1979 through June 30, 1979. BE IT THEREFORE RESOL\ED that pursuant to administrative Order No. 7 of the Bureau of Juvenile Rehabilitation, the Board intends to impliment an Alternative Supervision Program in this County; make application for funds available under the Probation Subsidy Bill with the approval of G.B. Chamberlin, Judge of the Superior Court and Tyler . C. Moffett, Judge of the Superior Court; designates Dorothy Cadwell, Director of Juvenile Court Services, Jefferson County, Washington, to coordinate planning, certific"tion and the making and submission of claims for reimbursement from the Bureau of Juvenile Rehabilitation. ELIGIBILITY POOL All delinquent referrals to Juvenile Court from all sources will be considered regardless of sex, race, color, creed or national origin. All children between the ages of 8~18 manifesting,.serious anti-social behavior will be considered for admission to this program. II. CASE SELECTION Selected children will be admitted only after a case conference which shall include the following personnel: A. Alternative Supervision Unit 1. Assistant Director of Intake 2. Alternative Probation Counselor Admission will be made upon the recommendation and mutual agreement that the specific needs of a particular probationer would benefit by-this program. The Probation Counselor will be responsible for a maximum caseload of thirty delinquent and/or incorrigible boys and girls. III. DESCRIPTION OF PROGRA.1\1 .A. Diagnosis Matching cases to services will be made only after all available information regarding economic, educational, family and all the possible lay and profess al sources within the community consented. B. Treatment 1. Education a" Consideration in the area of education needs will be based on the probationer's educational ability. 1. Private tutoring will be made available throagh the Court Volunteer Program. 2. Vocational education in private or public schools. 3. General Education Development program through the Peninsula College. IV. PSYCHIATRIC CONSULTATION M~D PSYCHOLOGICAL SERVICES A. Psychiatric Services will be conducted for the purposes of diagnosis and as treatment when necessary. B. Psychological Services will be proved through the Clallam County Mental Health Center and any other psychological services that may be available. C. Bay View Diagnostic Program will provide a Diagnostic Co- ordinator to ~cept diagnostic referrals and submit subsequent reports and reco~nendations. The Coordinator will be responsible for completing diagnostic and treatment planning with a complete report with recommendations to the Court, compiled on a thirty day basis. \~ere applicable, this diagnosis will be available prior to the Court's disposition. ... D. Family Counselling 1. These services will be used when and where available to the needs of the cases. E. Recreational Program 1. Utilization of all existing private and public facilities is anticipated on an individual as well as a group basis when and where appropriate. 2. Special consideration will be given to improving the present Court sponsored outdoor camping program as is outlined. The purpose of this proposal is to describe and explain the intent and ideas behind one of the subsidary programs recently initiated by the Jefferson County Juvenile Court. This program is referred to as a camp- ing program; an activity which enable a probation counselor and several of his probationers to embark on a two or three day trek into the Olympic backcountry. The ntent and goals of the program are two-fold. The most important obj ~~ves are to provide an opportunity for some of the youth who have only failure to their lives to experience a meaningful accomplishment. The type or kind of success the individual may find will vary from build- a campfire to preparing a meal for four or five people. The feeling of usccessfully completing a hike through rough terrain can be termed a success for youngsters who have never been exposed to this kind of activity. F. Clothing and General Emergency Services 1. Clothing will be provided for emergency purposed when needed to benefit the probationers' work and school, etc. 2. Emergency C3h Fund a. When needed, funds for bus fare, haircut, lunch money, etc., will be provided. V. ADMINISTRATIVE CO::TROLS The staff will meet weekly in a regular session for general overall evaluation of programs and probationers' responses to the secvices. In addition, weekly sessions with Supervisor and Probation Counselor will be held for specific cases and program conslderation will be planned. VI. CASE TEID1INATION FROM THE UNIT A. Staff agreement by all evaluation means will result in a transfer out of the alternative supervision program all probationers who have: 1. Benefited to the maximum. 2. Been able to adjust to service practices. 3. Progressed to the point that removal would not be detrimental and the position could be filled with a more critical case. 4. Reach a point which probation could be terminated. ... J:\ VII. UNIT PERSONNEL The unit consists of: A. County Administration Official B. One Probation Counselor 1. lv1inimum of four years Probation Counselor ,and caseload experc_ence. VIII. UNIT PHASING-IN PL&~ Jefferson County has participated in a special supervisory program as of July l, 1971. This program already has thirty cases assigned to it. If this alternative program is accepted, the program will assume the cases presently set up for those probationers assigned. IX. STATEHENT OF ASSUR&~CE The following statement of assurance is hereby made by Dorothy Cadwell, Director of Juvenile Court Services, Jefferson County, Port Townsend, T,\Tashington, in and for the County of Jefferson. The Jefferson County Juvenile Probation Department hereby assures the ~vashington State Department of Social and Health Services, Bureau of Juvenile Rehabilitation that all facilities and services described in the attached application ~or special funds will be available to probationers in the alternative supervision program wherein the j udg",ment of the Probation Counselors and the supervision of such facilities or services are reasonably essential to achieve rehabilitation.
