RESOLUTION OF INTENTION TO FORM ROAD
IMPROVEMENT DISTRICT IN JEFFERSON COUNTY
The Jefferson County Board of Commissioners hereby declares its
intention to form a Road Improvement District in accordance with RCW 36.88.
030. The said Road Improvement District would provide for certain improve-
ments to that road, generally known as the Sentinel Firs Road, which lies
within the unrecorded plat of Sentinel Firs, in Section 19, Township 29
North, Range 1 East W.M. This announced intention of the Board of County
Commissioners to establish a Road Improvement District is premised on an
understanding that the said Sentinel Firs Road, which is not now a county
road, shall become a county road and a part of the county road system if,
and only if, the Road Improvement District is simultaneously established.
Now, Therefore,
BE IT HEREBY RESOLVED:
(1) It is the intention of the Board of County Commissioners of
Jefferson County, Washington, to order the improvement of that roadway
generally known as the Sentinel Firs Road as above described. The improve-
ment will be the regrading, ballasting, surfacing, and realignment to bring
the said roadway to county standards.
(2) The proposed Road Improvement District will be designated as
Jefferson County Road Improvement District No.2. The legal description
and district boundaries of the proposed district are defined as follows:
"The Southeast Quarter of the Southwest Quarter and that portion of the
Southwest Quarter of the Southeast Quarter, lying Westerly of Oak Bay-Mats
Mats County Road in Section 19, Township 29 North, Range 1 East, W.M."
(3) The estimated cost and expense of said Road,Improvement
District is $63,000.00. The property located within the boundaries of the
proposed Road Improvement District shall pay one hundred percent (100%) of
the cost and expense of the designated improvements.
(4) All owners of property within the proposed Road Improvement
District shall be notified of a public hearing before the Board of County
Commissioners, to be held in the Commissioners' Chamber, in the Jefferson
County Courthouse, Port Townsend, Washington, at 10:30 A.M. on Novembe~ 20,
1978. This public hearing has been set for hearing on all matters related
to the proposed Road Improvement District, including the method of assess-
ment.
(5) The County Engineer is hereby directed to submit to the Board
of County Commissioners, at, or prior to the date fixed for such hearing, a
diagram or print showing thereon the lots, tracts, and parcels of land, and

other property which will be specifically benefited by the proposed Road
Imporvement District, and also showing the estimated amount of the cost and
expense of such improvements to be borne by each lot, tract, or parcel of
land, or other property, depending upon the method of assessment which the
Board wishes to consider at the public hearing, and also designating on the
said diagram or print all property which is being purchased under contract
from the county.
(6) This Resolution of Intention shall be published in at least
twoconsecutiveissuesof'the "Port Townsend Leader", legal publication
newspaper for Jefferson County, with the date of first publication to be
at least fifteen (15) days prior to the date fixed for hearing as set out
above in Paragraph (4).
Also, Notice of the adoption of the Resolution of Intention to
form a Road Improvement District shall be given each owner or reputed owner
of any property located within the proposed Road Improvement District by
mailing said notice to the indicated owner, as shown on the County
Treasurer's records, at least fifteen (15) days prior to the date of
public hearing. Map of Sentinel Firs Road and ballot shall be included.
