RESOLUTION NO. 85-78
HEARING NOTICE - BUDGET EXTENSION
JEFFERSON COUNTY HEALTH DEPARTMENT
WHEREAS, the Jefferson County Board of Health has requested a
budget extension due to the Health Department Budget for 1978 having
insufficient funds to meet additional expenditures to cover costs incurred
to provide for payment of unused annual leave and compensatory time for
former employees of the Olympic Health District who are now employed by
the Jefferson County Health D~partment; and to establish a Horne Health Care
Program in Jefferson County; and
WHEREAS, $5,195.00 has been assigned to pay for unused annual
and compensatory time for employees, which funds are available from the
unencumbered fund balance of Health Department account number 501.00; and
the amount of $7,500.00 will be paid in fees by Medicare, Medicaid and
private individuals for services provided by the Jefferson County Health
Department to the Home Health Care Program; and
WHEREAS, it appears to the Board of County Commissioners, Jeff-
erson County, that a need and emergency exists as could not have been
foreseen or contemplated at the time of making the budget for 1978, and
the sum of $12,695.00 is necessary to meet such need and emergency and is
for the best interests of Jefferson County that the appropriation be
made:
THEREFORE, BE IT RESOLVED, that an emergency is hereby declared,
that an appropriation be made for the Jefferson County Health Department
in the amount of $5,195.00 to be used for salaries for annual leave and
compensatory time; and in the amount of $7,500.00 to be used for salaries,
supplies and equipment for the Home Health Care Program.
BE IT FURTHER RESOLVED, that a public hearing be held on said
emergency appropriation and that said hearing be held in the County Com-
missioner's Chamber, Courthouse, Port Townsend, Washington, on the 6th
day of November, 1978, at the hour of 10:30 a.m.; and the notice of said

hearing be published in the official newspaper of Jefferson County, and
that at said hearing any interested taxpayer may appear and be heard for
or against the appropriation for such alleged emergency.
