Introductions II. Discussion/Vote a. Accessing the 1/10th of 1% Emergency Fund- to pay for School-based Mental Health Services in each Jefferson Co. School District- for Two Months Commissioner Eisenhour and Anna McEnery talked about accessing our 1/10th of 1% emergency fund, so all school districts could obtain funding directly for counseling services, on an interim basis. This would be for two months, until the OESD has school- based mental health services in place, (although the OESD could have services in place sooner). Schools can contract directly with whomever they choose. Staff Mc Enery shared the two-month budget for each of the School Districts. The total request is $19,680. Brinnon SD-- $410 x 1 day a week x 8 school weeks = $3,280 Quilcene SD-- $410 x 1 day a week x 8 school weeks = $3,280 Chimacum SD- $410 x 2 days a week x 8 school weeks = $6,560 Port Townsend SD - $410 x 2 days a week x 8 school weeks = $6,560 Member Buhler-Rienstra (M)/to access $19,600 of the 1/10th of 1% emergency fund, for two months for the School Districts; Member Fortino (S). The BHAC approved the budget unanimously. Staff McEnery will reach out to each School District. III. Updates a. In Process--Negotiating a Budget/Contract with the Olympic Educational Service District- (OESD) for SBMH Services in all School Districts for 2021- 2023 Commissioner Eisenhour, Apple Martine and Anna Mc Enery have had a series of meetings with Kristin Schutte and Celia Meyer from Olympic Educational School District #114 (OESD) about providing counseling services for each School District. The OESD already has a working relationship with the Jefferson County school districts and they oversee school-based mental health services for all the districts in Kitsap County. The OESD has agreed to provide school-based counseling services with the 1/10th of 1% funding. After some discussion with Philip Hunsucker, (and in the light of MCS pulling out) they are considered a sole source provider, so an RFP did not need to go out. In a real sense, the OESD has come to the rescue. b. Move the next Behavioral Health Advisory Committee meeting from Tuesday, November 3 to Tuesday, November 9 Commissioner Eisenhour, Apple Martine, Kristin Schutte and Celia Meyer) are meeting again on Thursday, November 4. The Professional Services Agreement is already drafted. Staff Mc Enery hopes to finalize the 2021-2023 budget and the scope of work at the November 4 meeting. We need to move the BHAC meeting to November 9, so the Committee can vote on the 2021-2023 budget for school-based mental health services. c. Future BHAC Meeting Topic – Discussion - Accessing additional 1/10th of 1% Funding for Vendors in 2022 Staff McEnery reminded the Committee we need to discuss how to allocate the additional sales tax funding, (for the existing Vendors) at a future BHAC meeting in 2022. IV. Adjournment of Meeting Commissioner Eisenhour adjourned the meeting.
