SUMMARY: Performs the repair and maintenance duties for all County buildings, facilities, and
related equipment, including performing plumbing, HVAC and electrical activities. Participates in
County facilities program and budget planning and manages assigned construction projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be
assigned.
Performs a variety of repair and maintenance duties requiring knowledge of various trade skills
including carpentry, electrical, plumbing, painting, plastering, refrigeration maintenance, etc. in
order to adequately maintain County facilities.
Participates in short and long range planning for major facilities elements (HVAC, roof
replacements, etc.) with Facilities Maintenance/Capital Projects Supervisor.
Repairs and maintains mechanical equipment including air compressors, fans, doors and other
equipment located throughout County buildings and/or facilities.
Removes, replaces, and installs all types of plumbing fixtures such as water closets, sinks, drinking
fountains, showers, kitchens and other equipment. Repairs all types of commercial equipment.
Reads and interprets plans, blueprints and sketches.
Lays out and/or plans and constructs, piping assemblies with respect to walls, structures and other
obstructions.
Coordinates maintenance activities including scheduling and executing planned maintenance at
County facilities and parks.
Plans and manages assigned facilities and capital improvement projects, develops project budgets,
schedules and alternatives. Administers budgets and schedules, and takes responsibility for project
results.
Manages the bidding and award phase for assigned construction projects of various sizes.

Performs construction inspection tasks for a variety of project types. Functions as the owner’s on-
site representative for construction and maintenance projects. Maintains records of inspection and
other documentation. Performs project management tasks for projects under construction.
Coordinates communication between owner and contractor. Negotiates changes in the contract.
Manages or monitors construction schedule, costs and budget.
Performs project close out tasks.
Helps to develop standards for County facilities and park maintenance.
Orders materials and supplies as required.
Stay’s abreast of current trends, issues, practices, etc. in the facilities and park maintenance field,
including development of new equipment and practices that improve economy of the facility and
park operation or maintenance.
Accountable for specific project steps in a team-based environment.
Provides technical guidance and/or training to specifically assigned positions, which may include
Custodian, Parks Maintenance Workers, part-time Maintenance employees.
Schedules and manages annual service work.

This position has no supervisory responsibilities. This position may oversee Clerk Hire positions.

MINIMUM QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty

EDUCATION and/or EXPERIENCE
Associates Degree (AA) in building construction management or related field and four (4)
years experience in facilities maintenance or related field.
OR
High school diploma or general education degree GED and six (6) years experience in
facilities maintenance or related field
OR
An equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute and use rates, percentages, ratios, and
proportions to practical situations; ability to prepare and interpret graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of
instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of drafting
software, database software; internet software; spreadsheet software and word- processing
software.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver’s license.
First Aid/CPR certification
OTHER KNOWLEDGE, SKILLS & ABILITIES
Ability to successfully complete annual training in handling blood borne pathogens.
Knowledge of the Jefferson County Exposure Control Plan.
Ability to work on multiple projects concurrently with frequent interruptions.
Skill in the use of hand and power tools and their maintenance.
Knowledge of facilities electrical, plumbing, and mechanical systems, custodial functions, and
carpentry.
Must have proven ability to troubleshoot a variety of problems in building systems.
Maintains a high standard for accuracy, completeness, and efficiency in carrying out work
assignments.
Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in
stressful situations, and relate to various personality styles in a calm professional manner.
Ability to be independent and self motivated to complete required deadlines while simultaneously
completing other tasks.
Ability to communicate and work effectively with the public, peers, and supervisors.
Ability to successfully complete various required training classes and obtain certificates necessary
for functional skills performance, maintenance, and improvement.

WORK ENVIRONMENT

Requires working near or with heavy or light mechanical equipment; on all types of ladders
including step stools, step ladder up to 20’ and extension ladders to 24’ or other high precarious

working in situations where there is possible exposure to fumes, airborne particles, high noise
levels, toxic/caustic chemicals, extreme heat, extreme cold, vibration, high humidity, electrical
shock or wet conditions. Will work around blood borne pathogen containers as well as other
biological contaminants.
The noise level in the work environment is usually loud.
