HOUSING FUND BOARD
Regular Meeting — June 22, 2022 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Virtual)
CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the meeting of the
Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB) to order. Members
participated in the meeting remotely. The following HFB members were present: Jefferson County
Commissioner Kate Dean, City of Port Townsend Councilmember Aislinn Diamanti, and Member
Peggy Webster. Also present County Administrator Mark McCauley. Chair Brotherton announced that
Vice Chair/City of Port Townsend Deputy Mayor Amy Howard and Member Anya Callahan were
absent.
PUBLIC COMMENT PERIOD: No comments.
APPROVAL OF MINUTES: Commissioner Dean moved to approve the Regular Meeting Minutes of
May 25, 2022 as presented. Member Webster seconded the motion. The motion carried.
REVIEW AND APPOINTMENT OF NEW MEMBER TO SERVE ON THE HFB: The Housing
Chair Brotherton noted that Member Bonyun resigned from Housing Fund Board (HFB) and he reached
out to past applicants and 4 out of 5 were interested in filling the position. One applicant, Liz Revord,
stated she would rather serve on a committee at this point in time.
HFB members reviewed the four applicants: Frank Hoffman, Julia Cochrane, Robert Davis and David
Crozier. After discussion, Member Webster moved to recommend to appoint Robert Davis to the three-
year term on the HFB. Member Diamanti seconded the motion. The motion carried.
DISCUSSION re: REQUEST FOR PROPOSALS (RFP) FOR 1590 FUNDS: HFB members
reviewed the draft RFP for 1590 funds and made edits. After discussion, Member Dean moved to
approve the RFP and application as amended today. Member Diamanti seconded the motion. The
motion carried.
Timeline for 1590 RFP: RFP to be published on July 1, 2022. Proposals need to be received by July
18, 2022 at 4:00 p.m. Potential HFB review on July 27, 2022.
UPDATE re: HOUSE AMERICA: Chair Brotherton stated that Washington State HUD Field Office
Director would like to meet with him and Members Webster and Diamanti to discuss House America
and review goals.
LEGISLATIVE UPDATE: Member Dean provided information on legislative items pertaining to
housing.

BRIEFING re: STATISTICS ON SHORT-TERM RENTALS: Member Dean stated that taxing
Short-Term rentals can be a joint City of Port Townsend and Jefferson County venture in the near future.
Member Diamanti will speak with City of Port Townsend Council members and Member Dean stated
that the County is considering regulating short term rentals, which could be a joint city and county
venture.
UPDATE re: POSSIBLE INTERN FOR HOUSING ISSUES: Member Dean stated that the previous
person who was interested in being an intern, decided to withdraw. The HFB members discussed the
benefits of having an intern.
DISCUSSION re: HOUSING CONTINUUM IN JEFFERSON COUNTY AND STRATEGIC
PLANNING: Member Webster reviewed some housing issues in Jefferson County and stated she would
like the HFB members to review and assess the following issues:
• Jefferson County and City of Port Townsend have no mechanism to handle applications for
Federal non-entitlement funds
• No organizations are focused on the development of low-income workforce rental housing (80%
AMI)
• Infrastructure needed
• Construction cost increases in the last 12 months
• Scale challenge
• Lacking date on existing housing supply and current/future demand (date is needed for
financing)
COMMITTEE REPORTS: HFB members listened to updates from the following committees:
• 148/149 Request for Proposals (RFP) Committee: After discussion, Chair Brotherton
proposed a motion that would dissolve the RFP Committee and put it on the HFB shoulders.
Member Dean moved the aforementioned motion. Member Webster seconded the motion. The
motion carried.
Timeline for 148/149 RFP: Packet needs to be ready and approved by the July 27, 2022 HFB
meeting for RFP posting by August 3, 2022. HFB meeting on August 24, 2022 will review RFPs
received.
• Funding Opportunities Committee: The HFB agreed that the Funding Opportunities Committee
can just remain at 3 individuals.
• 5-Year Plan Committee: Member Diamanti moved to accept Julia Cochrane to the 5-year Plan
Committee. Chair Brotherton seconded the motion. The motion carried. Member Dean will also
serve on the 5-Year Plan Committee.
• Community Conversation Committee: Chair Brotherton noted that Liz Revord and Julia
Cochrane volunteered to serve on the committee. Member Dean moved to nominate Liz Revord
and Julia Cochrane to serve on the Community Conversation Committee. Member Webster
seconded the motion. The motion carried.

FUTURE AGENDA ITEMS: HFB members stated they would like the following items to be added to
upcoming agendas:
• Financial update by County Administrator Mark McCauley
• Committee Reports
• Short-Term rentals
• House America and Housing Continuum update
PUBLIC COMMENT PERIOD: No comments.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 4:08 p.m. until the next
regular meeting or special meeting as properly noticed.
