INTRODUCTIONS APPROVAL OF AGENDA Member Hanson called for approval November 26, 2019 meeting agenda. Member moved to approve agenda, Member seconded. The agenda was approved with no changes. APPROVAL OF MINUTES FROM May 28, 2019 Member Hanson called for approval of May 28, 2019 meeting minutes. Member moved to approve minutes. Member seconded. The minutes were approved with no changes. PUBLIC COMMENTS Dale Wilson is retiring as OlyCAP director but is requested to stay on the board for one more year. NEW BUSINESS AND PRESENTATIONS 1. Presentation about updating the Jefferson Co ADA plan – Mark McCauley, Jefferson County Central Services Director/ American Disability Act, (ADA) Coordinator introduced himself. Mark has been working for Jefferson County for 2 ½ years and use to be the ADA Director in Clark County. Mark McCauley talked about removing barriers and making facilities more assessable. Mark located an ADA plan from 1992 and plans to update it. The County is partnering with DASH to look at facilities and to identify barriers to access. DASH is very familiar with American Disability Act. Mark has divided the county facilities into different categories and priorities much like the ADA Plan did. DASH members will accompany the Facilities Foreman to evaluate County facilities. Central Services will begin by accessing all Community Centers and they have evaluated the PT Community Center. 2 A number of issues have been noted at the PT Community Center and they include: door closures exceeding the maximum poundage, door clearance with obstacles in the hallway, bathroom doors with no lever handles and push plates put on, updating grab bars. A question was asked if the ADA updates were being funded by the County or by an ACAC grant? Mark said the County is funding the updates to make sure we comply with ADA and the Board of Commissioners has approved the budget. 2. Presentation: Arc of the Peninsulas – Chris Tibbs, Executive Director of the Arc of the Peninsulas talked about their commitment to expand in Jefferson County. Chris would like to launch a program called Healthy Relationships, which is based off of a model of Arc of Spokane. The Arc has already begun this program in Kitsap and Mason Counties. The Healthy Relationships program educates people with developmental disabilities about the importance of self-worth, empowerment and making good decisions. The classes also focus on reducing sexual, emotional and physical assault, as well as financial exploitation. (People with developmental disabilities are more likely to be sexually assaulted by someone they know.) The Healthy Relationships program is an 8-week series and the Arc has completed three lessons in Shelton and in Bremerton. Chris Tibbs would like to find interested schools in Jefferson County to provide the Healthy Relationships program at no cost. Member Matlock said she taught a 20-week Family Life and Sexual Health program for adults with developmental disabilities that was sponsored by Olympic Neighbors. It’s important for adults to be educated not just school age or they can be taken advantage of too. Presentation: Parent to Parent Program- Diana Porter, the Jefferson County Parent to Parent, (P2P) Coordinator has been working on helping parents understand the new Medicare program and connect with the Snap program. Diana mentioned her Parent-to-Parent Facebook page and her personal Facebook page. The information on both has been a great resource for parents to obtain support. Diana has tried working with Chimacum, Quilcene and Brinnon School Districts, but it hasn’t worked. She has been able to reach out to the PT School district and it’s been great. 3. Presentation – Upcoming Meetings with Legislators – Claudia Coppola is the Olympic Neighbors Executive Director. She talked about how parents are worried when they can no longer provide housing and care for their loved one with a developmental disability. There is a housing crisis for aging parents in Washington State because of limited residential supports for people with developmental disabilities. Olympic Neighbors operates the only adult family home in Jefferson County and there is no funding for other residential programs at this time. Olympic Neighbors has focused on increasing access for housing options. 3 Senate Bill 5672 passed in 2019. This bill recognizes there is a difference when funding adult family homes for people with developmental disabilities vs seniors. This bill looks at adult family homes for people with developmental disabilities and dementia separately. Per Senate Bill 5672, DSHS and DDA will collect input from families on what is working and what is not working. Claudia said we can give input and make recommendations to Legislators but, we are not allowed to ask for more funding. They are currently meeting to come up with some recommendations. Olympic Neighbors and the local Fathers Group have a meeting with Legislators at the OlyCAP Conference room. The first one is on December 2 at 8 am with Derick Kilmer and the second one is scheduled for December 9 at 10 am with Representatives Steve Tharinger and Mike Chapman. 4. Wenatchee/Community Summit Updates/DD Providers- Jake Baker from Concerned Citizens was unable to attend the meeting today. Taylor Webster & Stephanie Brooks from Cascade Community Connections talked about the workshops they attended at the Wenatchee Community Summit. 1) A workshop about the connection between business and employees with developmental disabilities. A panel of employers and employees discussed the positive impacts of individual supported employment. 2) A workshop about personal outcome measures. How person-centered planning can assure the services are customized to individual skills and abilities. Think about these five different factors: 1) My human security 2) My community 3) My relationships 4) My choices 5) My goals Go through each factor with an individual you are serving so they know they are being heard as well as their rights are being exercised. This helps to build trust and safety. 5. DD Coordinator Info/Updates/Anna Mc Enery a) Jefferson Co. DD, DVR & DDA Meeting Staff Mc Enery organized a meeting with DVR and DDA to discuss the DVR/DDA MOU. The goal of the MOU is to improve employment outcomes for people with developmental disabilities. When a client is referred to DVR, they will need to be referred by a Case Resource Manager so DDA knows who is in DVR. We also discussed the importance of having DVR work with transition students while still in school. 4 b) Jefferson Co. Employment Provider Evaluations/Completed Staff McEnery stated that all provider evaluation/site visits have been completed. Cascade Community Connection’s evaluation and deficiency report were completed in July, Skookum’s evaluation and deficiency report was completed in September, and Concerned Citizen’s evaluation and deficiency report completed in October. Staff McEnery shared that DDA is coming end of January to evaluate the Jefferson County DD Program. It has been 18 – 20 months since the last evaluation; they will be looking at provider evaluations as well as contracts. c) ACAC Grant Funding/Projects List for 2019-2020 – Staff McEnery shared that eleven projects were put forward but only nine projects were funded.  Public Health requested matching funding for accessible hearing equipment for the Pacific Room.  Fort Worden-PDA requested matching funding for accessible hearing equipment.  PT City Pool requested matching funding for an accessible changing room.  Quilcene School Special Education matching funding to put in an accessible garden space for students with disabilities.  PT City requested matching funding for ADA signage for the PT Park Chetzemoka.  Jefferson County requested matching funding for the main doors at the Brinnon Community Center.  Coyle Community Center matching funding requested accessible bathroom doors  Coyle Community Center requested matching funding to create a parking lot that is ADA compliant. Staff McEnery mentioned the projects that were not funded were the cybercrime brochure and presentation, widening sidewalks at fairground as well as City pool putting in accessible sauna. d) Employment Network Meeting with Jefferson Co. DD, DDA-Region 3 & Providers Staff McEnery said that local Employment Providers, DDA Region 3 and the County have been meeting quarterly. Some of the topics that were covered: community- based assessments, short-term employment supports, DDA security requirements, federal government regulations about integrated settings, employment policy procedures when a client changes to another employment agency, quality assurance and evaluation procedures and updated DDA policies. Staff McEnery stated that the next meeting will be scheduled in January. e) Rural County Consortium f) Staff McEnery talked about how County Coordinators from Grays Harbor, Cowlitz, Lewis and Jefferson have created a rural County collaborative group. They discussed how small Counties have unique challenges with contracting and with service delivery. The Counties will continue to meet and have opened it up to other Counties to join. 5 g) Meeting with the New Special Ed Director Quilcene School Staff McEnery talked to new Quilcene Special Ed Director, Larry Davis. They discussed community based vocational experiences, work place tours, job shadowing, paid internship and informational interviewing for transition students. Staff McEnery emailed Larry contact info for the three local Individual Employment Providers. Quilcene School District chose to contract with Cascade Community Connections. h) OlyCAP DD Housing Meeting Dale Wilson reached out to Olympic Neighbors and the DD program to discuss the new apartment complex that will be built in the parking lot next to DCD. Dale wanted to talk about setting aside apartments for people with developmental disabilities. The new complex will have 43 apartments, but they set aside three one-bedroom apartments and two, two-bedroom apartments for people with developmental disabilities. 6. OLD BUSINESS-INFORMATIONAL ITEMS & FUTURE MEETINGS A. Informational Items 1) Update on Olympic Neighbors-Community Events Kim Rafferty, Program Manager said Olympic Neighbors continues to sponsor a gathering on the last Friday of every month (dances, BBQ, spooky swim, potlucks). 2) Update/Division of Vocational Rehabilitation/(DVR) Lara Radke said Iris Wehrle will be retiring in the Spring of 2020. 3) Update/Developmental Disabilities Administration/(DDA) Catie Morton said that DDA is working on hiring two more Case Resource Managers for the Olympic Peninsula.
