Subject: Sunfield Farms Interim Development Memorandum
To: Josh D. Peters, Unified Development Code (UDC) Administrator, Planning Manager

On January 7, 2022, Jefferson County issued a letter to Sunfield Farms titled, “Expiration of ZON2006-
00007 and SUB2011-00008, Application for Agricultural School,” attached separately for reference. This
document outlined the appropriate approval process for an Agricultural School rather than the incorrect
Binding Site Plan (Subdivision method) for further development of the school.
On May 18, 2022, Sunfield Farms applied for a pre-application conference to begin the process for the
designation of an Agricultural School. Abra Derbis, Interim Director for Sunfield Farms, additionally
requested via email on May 27, 2022 a request for Jefferson County to process one pending and one
additional modular classroom building before receiving a discretionary use permit for an agricultural
school. Ms. Derbis has specified that the additional classroom will not increase enrollment and will be
used to accommodate the current students and faculty with increased indoor space to provide
responsible COVID mitigation practices for the health and safety of all.
I recommend that the UDC Administrator allow and approve this development before the submittal and
approval of the discretionary use permit for an Agricultural School. This is due to the COVID-19 pandemic
challenges and to support an existing school in our county. The applicants have remained responsive
during the permitting process, and full approval and expansion of the use will be allotted with the
approval of the Agricultural School. The approval to allow these two modular buildings before the use
approval is based on this specific fact pattern and is not intended to establish a precedent.
