HomeMy WebLinkAbout12K- NOTICE OF APPLICATION JEFFERSON COUNTY PUBLIC NOTICE OF TYPE II SHORELINE CONDITIONAL USE APPLICATION MLA2022-00017/SDP2022-00005 APPLICANT: LISA & TOM MCILWAIN 47 MUNN RD QUILCENE, WA 98376 Application Received Date: February 25, 2022 Application Complete Date: August 4, 2022 Application Notice Date: August 10, 2022 SITE ADDRESS AND PROJECT LOCATION: Parcel 802261002; Section 26 - Township 28 - Range 2W; S26 T28 R2W LOT 1 (N 165'OF S330'); 47 Munn Rd, Quilcene, WA 98376 PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: TYPE II SHORELINE CONDITIONAL USE (ADMINISTRATIVE) PERMIT FOR LATERAL AND LANDWARD RESIDENTIAL EXPANSION- The McIlwain’s (“the applicant”) propose to expand their existing 1,300 square foot single-family residence in the Conservancy Shoreline Environmental Designation of Lake Leland. The McIlwain property is located along 47 Munn Road in Quilcene, Washington. There is also an existing shed and additional dwelling unit located on the subject property. The proposed landward expansions include a 542 square foot carport over the existing driveway area and a 108 square foot southwest residential footprint expansion to be used as a powder room. The lateral expansions include a 301 square foot southeast residential footprint expansion and 478 square foot southeast and southwest expansion for new deck areas (includes hot tub). The proposal would create 887 square feet of new impervious surface and 1,364 square feet of land disturbing activities. There will be no additional bedrooms nor will there be any northwest waterward expansions. All construction is proposed within areas of lawn or existing driveway/parking areas. There is a Non-Fish Bearing Perennial Stream, Category II Wetland, a regulated lake (Lake Leland), Frequently Flooded Area (A Flood Zone), Geological Hazardous Areas (Slight Landslide Hazard Area & Seismic Hazard Area), and a Susceptible Critical Aquifer Recharge Area located on the subject property. All development will be within the wetland or stream buffer and no in-water work is proposed. The applicant has submitted a Wetland Delineation Report and Mitigation Planting/Monitoring Plan with the Type II Shoreline Conditional Use (Administrative) Permit application. This proposal is categorically exempt from State Environmental Policy Act (“SEPA”) review under WAC 197-11-800(1)(b)(i). COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS: The application and any studies may be reviewed at the Jefferson County Department of Community Development or online at the following link: https://www.co.jefferson.wa.us/586/Public-Notices. All interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450, or sent via email to the assigned planner (Ms. Hunt; ahunt@co.jefferson.wa.us). Comments concerning this application should be submitted to the Department of Community Development by 4:30 p.m. on September 9, 2022. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday. Comments submitted after this date may not be considered in the staff report. PUBLIC HEARING INFORMATION: This is a Type II Permit Application that is exempt from SEPA review. There will not be a public hearing unless the final permit decision by the Administrator is appealed to the Hearing Examiner. If an appeal hearing is scheduled, separate notice will be made at least 10 days prior to the hearing. A copy of the staff report will be made available for inspection at no cost at least 7 calendar days prior to such a hearing. APPEALS: The final permit decision for this Type II permit application will be made by the Administrator. Parties of record may appeal the decision to the Hearing Examiner within 21 calendar days of the final Notice of Decision. Decisions of the Hearing Examiner may not be further appealed except to Superior Court.
