The following information is needed by August 24, 2022 to constitute a complete application: 1. SHORELINE DEVELOPMENT APPLICATION: According to the Jefferson County GIS Maps and submitted site plan (dated 03/08/2022), the proposal is located within the 200-foot Natural and Conservancy Shoreline Environmental Designation. The proposal is located within the inner 75% of the 150 foot marine shoreline buffer. A Type III Shoreline Variance Permit is therefore required for the proposal. Projects that require a Type III Shoreline Variance Permit require a Shoreline Development – Supplemental Application. Please review, fill out, and sign the attached Shoreline Development Supplemental Application. 2. GEOTECHNICAL REPORT: Upon review of Jefferson County GIS Maps, the proposal is located in a geological hazardous area (Seismic Hazard Area). The Jefferson County Department of Community Development ("DCD") is therefore requesting that the applicant consult a geotechnical professional to conduct a geological assessment of the entire proposed project area. The geotechnical professional shall prepare a geological letter, geological report, or geotechnical report based on their findings. Please review Jefferson County Code 18.22.540(4) to determine what type of geological assessment form should be submitted to Jefferson County DCD. The report recommendations/ conclusions will need to include a statement addressing the viewing shelter, restroom shelter, and other project components. Please also have the professional geologist review the Engineered Stormwater Management Plan and provide comments on any discharge point from dispersion trenches on or above slopes greater than 15%. Please Note: Site plan revisions and/or a Notice to Title may be requested after staff review of the submitted Geotechnical Report is completed. Pursuant to JCC18.40.110(3)(b), if an applicant does not submit additional information, does not request additional time to submit the required information within the ninety (90) calendar day period, or does not appeal the decision, the application will be considered abandoned and therefore withdrawn and the applicant shall forfeit the application fee. The Department of Community Development shall not be responsible for notifying the applicant of an impending expiration. Please advise the Department of Community Development in writing of your intentions. The following information is needed to continue review of your project. 1.SEPA REVIEW INVOICE: Please review the SEPA Review Invoice for MLA2022-00026. The Public Notice and Comment Period cannot begin until the Jefferson County Department of Community Development has received all payments for the application. 2.SEPA CHECKLIST REVISIONS: On July 13th, 2022, the assigned planner (Ms. Hunt) finished annotating the submitted SEPA Environmental Checklist. Please review the Annotated SEPA Checklist. The comments with (*) are general DCD review comments that do not require further action from the applicant. The comments with (**) is information that needs to be specified and described in the SEPA Environmental Checklist. Please revise and re-submit the SEPA Checklist with the requested information. FYI- In compliance with state requirements, the applicant must answer all questions in the SEPA Checklist. If the applicant answers “no” or “not applicable”, the applicant must provide an explanation for those answers. Other important tips to keep in mind is to avoid using descriptive words like “mostly”, quantify answers when appropriate, and use percentages and data points to defend answers. The goal is to throughly define the proposal so that Jefferson County Department of Community Development (DCD) can determine how the project satisfies the Jefferson County Code. Lastly, the applicant is applying for a Type III Shoreline Variance Permit, which has the highest level of review for a shoreline permit. Receiving approval is therefore more difficult compared to the other shoreline permits. Providing as much detail and evidence as possible to show how the project will not impact ecological functions of the shoreline is highly encouraged in the SEPA Environmental Checklist. 3. NOTICE TO TITLE: The Jefferson County DCD UDC Administrator has approved and signed off the Notice to Title document for MLA2022-00026. Please follow the recording instructions below: a. The applicant will review and sign the Notice to Title. b. The applicant will notarize the Notice to Title at a professional notary. c. The applicant will record the Notice to Title at the Jefferson County Auditor’s Office (1820 Jefferson Street, Port Townsend, WA 98368), which is approximately 5 minutes from the Jefferson County DCD office by car. The applicant may need to call ahead and make an appointment to record the document (Jefferson County Auditor’s Office; 360-385-9116). d. The applicant will send the AFN# (on copy of recorded Notice to Title) to the assigned planner (Amanda Hunt) after the Notice to Title is recorded. Please let the assigned planner know if you have any questions regarding the instructions above. The Notice to Title does not need to be recorded prior to the Public Notice and Comment Period. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 10/11/2022.
