These duties include but are not limited to: plan preparation, legal research, plan review, use of engineering design computer software, inspection, traffic analysis, interpretation and computing survey data, and public presentations. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Performs drafting designs and drawings for various engineering tasks. Prepares project plans under guidance of Engineering Services Manager and others. Prepares project estimates and final records. Researches: o"mership, legal descriptions, departmental records, court records, maps, and other sources of information to assemble background data. Performs various inspection assignments. Performs plan reviews, in-progress inspections, materials tests, inspects and verifies grades, elevations and road widths as assigned on projects contracted, conducted, or inspected by the County (i.e. developments). Performs routine traffic analysis and elementary highway capacity. Interprets and reduces survey field notes. Acts as project coordinator for specific Public Works projects. Performs a variety of duties in the maintenance and operation of survey instruments used in County land surveying activities. Produces calculations in the field and interprets for use in subsequent field surveys. Participates as Chief on the survey crew conducting construction, land, map making, and other types of surveys. Performs technical research and solves civil engineering problems as assigned. Utilizes computer programs as an aid in developing solutions to engineering problems. Jefferson County Job Description: Engineering I Develops projects costs and estimates. Prepares specifications for materials and construction techniques. Inspects construction projects for conformance to plans and specifications. Oversees subordinate technicians on construction inspection duties. Resolves conflicts with contractors or refers to a supervISOr. Responds to public inquiries within the scope of knowledge and authority of the position or refers them to a higher classification. Accountable for specific project steps, works in a team based environment to set work level expectations, goals, and objectives, assist in developing the annual division budget, training program and performance evaluation process. SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities. Provides guidance to subordinate technicians which may include Engineering Tech's and/or Pro Tech's. Receives guidance and direction from the Engineering Services Manager who provides supervision and schedules/directs assignments. Additional direction may be received from the Public Works Director or County Engineer or Engineer II & III. EDUCA TION and/or EXPERIENCE: Bachelor's degree (B.S.) in engineering, or related field; OR Associate degree in engineering and 2 years relevant engineering experience; or 2 years relevant experience with 2 years in an Engineering Tech III position with the County OR An equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret standard civil engineering manuals and reports, general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MA THEMA TICAL SKILLS Thorough knowledge of mathematical calculations as they apply to engineering, surveying and accounting functions including geometry and trigonometry. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge ofMS Access database software; Explorer Internet software; MS Excel spreadsheet software, MS Word, word processing software, and civil engineering programs. Experience with AutoCAD and Eagle Point software is desirable. CERTIFICA TES, LICENSES, REGISTRATIONS: Valid Washington State Drivers License OTHER SKILLS and ABILITIES: Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. Ability to work independently within the limits of the job description. Follows the policies, procedures and practices of the Department. Knowledge of the principles, practices, and methods used in engineering field surveying equipment and instruments and their proper use and application. Understanding of property deeds and legal descriptions. Knowledge of County policies, regulations and engineering standards as they apply to assignments and duties.
